There's code in tzcode (and, I suspect not coincidentally, glibc's localtime implementation as well) to not call the internal version of tzset on calls to localtime_r, but rather only on calls to localtime. The justification is that Posix says localtime_r doesn't need to update the global tzname variable. I don't have a copy of the Posix spec handy, so I can't check: does Posix also say that localtime_r doesn't need to check for and make use of a possibly-changed value of TZ? As implemented (both in tzcode and glibc), it doesn't. If a program calls localtime, then calls setenv to set a new value of TZ, then calls localtime again, it works as expected, but if it calls localtime_r, setenv, localtime_r, it doesn't. (The workaround, of course, is to call localtime_r, setenv, tzset, localtime_r.)

Speaking of which, after reading naming convention of zones, wouldn't it still be better to rename the zone to Asia/Beijing mowadays? As almost all users are referring to the zone as "Beijing Time", if in any case there are different time standard emerge that caused Beijing and Shamghai to use different tome standard instead, then it would be more likely for the zone's user to think the Beijing time is a time being continued while Shanghai time would be another new time. Filling the gaps ...

The main problem that everybody seems to be skirting around is that the tz database has NO interest in exactly where someone is located and there is no remit TO manage that. Even tzdist which was the latest attempt to plug a major distribution hole has no remit on supplying the correct data for a particular location! Both are simply managing the set of rules that anybody can use where ever they are. Importantly allowing third parts to work out a local time for some elsewhere in the world. Some other data source is really needed to serve up the CURRENT set of rules for a location, and that is probably only currently possible using geonames.org which uses the current timezone_id and it's own simplified timeZone.txt table! What is missing is any historic (or ongoing) changes to that information, such as a location that was using one tz rule set but moved to another. In addition any pre-1970 material can not be identified. tzdist has the remit and tools to fill one of the holes that tz on it's own can not and that is historic changes TO the rule sets. My interest in the tz database came from a major problem with material that had been normalised to UTC time but there was no record as to what rules had been used TO normalise the data, so one could not verify if the CURRENT tz rules were appropriate for establishing the then local times. As Paul has quite rightly pointed out, much historic data was invented, so CORRECTING the data when more accurate information is established is perfectly correct, but one needs to be able to also establish just which rules have changed and one can then adjust the material that is now suspect ( - IF APPROPRIATE ;) ) The whole point of tzdist was to sort current day problems, so if a mobile device with a stored calendar lands in a new location where there has been an 'unscheduled' change of tz rules that change CAN be propagated quickly without needing a full tz update but that will only work if someone is actually running the primary tzdist source. Moving forward, that primary tzdist source needs to maintain a full historic record prior to 1970 since it also provides the base from which rules for historic data normalization can be managed. It allows for the tz timezone_id's to be used to identify the base rule sets, but allows new rule sets to be created ... just without any rules on just how THAT is managed :( Potentially any geonameid could have it's own individual tzdist dataset and track the history of changes as a location moves from one political jurisdiction to another and show it's simple solar time as appropriate. Something that neither tzdist or tz is actually mandated to supply? Merging geonames.org with openstreetmap.org one gets graphic displays of the area that timezones CURRENTLY cover, but one can not establish if the same offsets applied back in the 1960's when DST local times are well documented. And both databases throw away the historic data to those mappings along with a whole load of other historic material. While the vast majority of users probably could not care less, the annoyance here is that the material existed so it's not as if we are asking for extra work, just a mechanism that remembers that say in 2014 the Crimea moved from one set of tz rules to another. Once the mechanism is in place, then as new historic material comes to light, the historic record can be corrected and tzdist has the mechanism for that in relation to timezone rules. So as a start ... what has happened to tzdist. Oops, looks like I was mistaken. Howard's library appears to be not (specifically) for Arduino, but a C++ library for Windows (and maybe other) platforms. Maybe it will compile in the Arduino IDE, though I suspect it will be problematic, if possible at all. And I've so far found only one TZdb mirror that keeps a current copy of the data - very disappointing. It's a shame the whole TZdb scheme is so user-unfriendly. Quite discouraging. I'm looking to develop a 'world clock' that could be sold to anyone (with Internet access via a Wi-Fi AP) anywhere in the world, that will display their local time, taking into account DST if/when applicable. Given that DST 'rules' can change at the whim of governments, my firmware will need to annually look up 'current' DST rules from the web. After much searching, it seems that your TZ Database is the best supported such reference for time zone rules. But I'm having great difficulty working out how I might access its mine of information... (I'll understand if you don't have time to help out a beginner, and maybe then you could refer me to a help site for TZ database applications.) I'm a hardware engineer with some programming experience, particularly assembler (various MCUs) and some C, but little or no experience in other languages. I'm developing this clock on an Arduino-like platform (NodeMCU, which has in-built Wi-Fi). My development tools run on a Win7Pro64 PC. The tools that you kindly provide for your database appear to be geared primarily towards Linux/Unix platforms, and I have no idea how I might convert them for a NodeMCU! I'm looking for some 'simple' way to access the desired TZ/DST information, preferably using simple string searches. For my application, all I'm interested in are the *current* rules. The wealth of history in your db is undoubtedly of interest to many, but for me is just 'clutter' to be searched through. But writing a program to find those rules for a particular locality has me stumped right now. I can't expect my dumb users to know a letter code for their time-zone/DST-rules, so all I'm expecting them to select from program-generated lists are: (1) their world region (Europe, Asia, Australasia, etc), and (2) the name of a major city in their time-zone with the same DST rules they follow. Let's take a concrete example: say my user has nominated 'Australasia' and 'Hobart'. So I look in your Australasia file and do a (manual at this stage) search for 'Hobart', but find only one reference to it (other than in comments). The jumble of numbers and letters there do not (clearly) tell me when DTS starts or ends. So how could I possibly write some code to find out that required information?? I've looked through the TZ_database-2017b.tar file for some sort of 'how-to' explanation of what all the file contents mean and how to programmatically search for a specific TZ, but have so far found nothing. Ideally, what I'd like to see is a text-only table of just current TZ/DST rules for each region/locality (they could all fit into a single file with all the historical data and comments removed), perhaps in the clear form used by Jack Christensen in his excellent Arduino Timezone library examples, such as... // Australia Eastern Time Zone (Sydney, Melbourne, Hobart) TimeChangeRule aEDT = {"AEDT", First, Sun, Oct, 2, 660}; TimeChangeRule aEST = {"AEST", First, Sun, Apr, 3, 600}; TimezoneExt ausET("NSW, Vic, Tas", aEDT, aEST); // Australia Eastern Time Zone (Brisbane) TimezoneExt QldT("Queensland", aEST, aEST); // no DST in Qld! ... which clearly tells me in a program-searchable way that in the main eastern states DST starts on the first Sunday in October at 2am, becoming UTC offset +11 hours (660 minutes), and ends on the first Sunday in April at 3am, reverting to UTC offset +10 hours. It would be nice if Montreal was included in your database. There are smaller cities that are listed. I am using the latest Linux Mint Mate (18.2) and i had to choose Toronto to get into the right timezone. Montreal is not there. It doesn't matter much to me but there are some people here who will find it strange. Toronto is like... in another country. It's about History and the French people in Canada... Thanks for mentioning the problem with GCC 8. If the intent of __attribute__((__nonstring__)) is to consistently mark char arrays that are not necessarily null-terminated strings, then lots of data structures in the tzdb code would need to be marked with this attribute. For example, every member of tzfile.h's 'struct tzhead' would have the attribute, because they are all char arrays that might not be null-terminated. Looking at the proposed glibc patch, it seems its intent is more modest. All it's trying to do is to pacify GCC 8 so that GCC doesn't complain about calls to strncpy and strncat. In that case, a simpler and cleaner fix for tzdb is to stop using strncpy and strncat. (I suspect that the main reason tzdb uses strncpy is that its code is so old that it predates the widespread availability of memcpy.) So I installed the attached patch into tzdb's zic.c and it should be part of the next tzdb release. Perhaps you can this idea elsewhere in the rest of the glibc patch too. It would be a lot of work to consistently change glibc to use __attribute__((__nonstring__)) for its documented purpose. When Azerbaijan's Ministry of Transport, Communications and High Technologies said late last month that Azerbaijan would stay at +04, its announcement mentioned the TZ database. Time zones, daylight saving, and cancer risk

In 2011 Mikhail Borisenkov of the Komi Science Center in Syktyvkar, Russia reported that latitude and longitude can affect cancer rates. In particular he found that in Russia, position within a time zone explained 15% of the variability in female breast cancer mortality. Similar results have now been reported in the US. Neil Caporaso and colleagues at the National Cancer Institute in Bethesda, Maryland recently found a significant association between time zone position and cancer incidence. They estimated that the risk of breast cancer is 12% higher at the western extreme of a US time zone compared to the eastern extreme. Other cancers show similar (but smaller) effects. A plausible explanation is that ill-timed light increases cancer risk by disrupting circadian rhythm. This effect has been known for some time in other respects: for example, blind women have a significantly lower risk for breast cancer, possibly because melatonin offers a protective effect and nocturnal exposure to visible light suppresses melatonin secretion. This is currently an active area of research: the 2017 Nobel Prizes in Physiology or Medicine went to circadian-rhythm researchers. Perhaps we should not take Ben Franklin's "early to bed and early to rise" advice to an extreme, as daylight saving time (or more generally, moving time zones eastward) can significantly increase cancer risk. ---- Stevens RG.
