Chinese timezones 1970

I have investigated the timezones around 1970 on the http://www.astro.com/atlas site, and here are the results. I am attaching a GIF file of the map I have built based on this information. The red borders are the modern-time administrative borders, while the green lines are the timezone borders I have determined, note that some of them are partially hidden behind the red lines. There are no big surprises. Most timezones follow modern-day administrative boundaries, with the exceptions being Xinjiang, Xizang (Tibet), Qinghai, Gansu, Nei Mongol (Inner Mongolia) and Guangdong. There was an exception in Heliongjiang region on GMT+8.5 where the northern-most county Mohe is on GMT+8. A few other exceptions were two counties on the Sichuan side of the Xizang - Sichuan border, counties Dege and Baiyu which lies on the Sichuan side and are therefore supposed to be GMT+7, Xizang region being GMT+6, but Dege county is GMT+8 according to astro.com while Baiyu county is GMT+6 (could be true), for the moment I am assuming that those two counties are mistakes in the astro.com data. The biggest surprise was that region Guangdong were dived in 3 timezones, a south/west part on GMT+6 (counties Xuwen, Haikang, Suixi, Lianjiang, Zhanjiang, Wuchuan, Huazhou, Gaozhou, Maoming, Dianbai, Xinyi) a central part on GMT+7 (counties Yangchun, Yangjiang, Taishan, Kaiping, Xinxing, Luoding, Yu'nan, Yunfu, Taishan, Deqing and Enping) and a north/east part on GMT+8 with the rest of the counties. Zone Asia/Harbin on GMT+8.5: regions Heilongjiang (minus Mohe) and Jilin. Here are proposed changes to the tz database for the news items we've accumulated recently: * Brazil will observe DST from 2007-10-14 00:00 to 2008-02-17 00:00. (Thanks to Steffen Thorsen for this.) * Egypt switched earlier than we expected. (Thanks to Dirk Losch and Jesper Norgaard Welen for this.) * Likewise for Gaza. (Thanks to Jesper Norgaard Welen for this.) * Iran will resume DST next year. (Thanks to Jesper Norgaard Welen for this.) * Venezuela is currently planning to change time zones on January 1, to -04:30. new tz database implementation

Hello, I'd like to let you know that I have been working on a small project to map country borders to the information provided by the tz database. I thought it might be quite interesting, as you can effectively enter any co-ordinate points on earth and it will return the time for the given location. Additionally you can enter any country, town, city, street name or zip code and it will give you the time, thanks to those clever guys over at Google. Currently, I've evaluated the accuracy to be 96%, with an accuracy at timezone borders to within 3 miles. Do you think that this is an acceptable starting point for launch? Those last few percent are proving very difficult indeed! I will be continuing this project, as I think it may be useful to someone, somewhere in the future. However, I would appreciate your feedback and input should you have any comments or questions or thoughts at this stage. Many Thanks, Richard

Detroit/Cleveland time zones

Here is some support for Garland's assertion that ``Cleveland and Detroit advanced their clocks one hour in 1914.'' (Well, at least the Cleveland part.) This does suggest that parts of Ohio were in the central time zone before then, and not in North America/New York. >From "The Newark (Ohio) Daily Advocate", June 18, 1914, page 4, column 2: Cleveland and several other Ohio cities have recently changed or planned to change their clocks from Central to Eastern standard time. The last "Salv" Rule ends in 1988, and the Zone states that Salv is the Rule from 1921 on (no UNTIL specified) I've done a "man zic" hoping to see something like "If there is no applicable Rule, just use the basic offset and assume that the LETTER is 'S'", but I could not find anything like that.
