It's March Madness time for daylight-saving rule changes. Here's a proposed change to the tz database to keep up with the latest political development, which affects time stamps starting March 29: * Latvia and Lithuania will not observe DST, starting this year. Fiji and Tonga has stopped using DST

Risto Nykänen <ristonykanen(a)luukku.com> has reported to me that both Tonga and Fiji has stopped using DST. I have not found anything for Tonga, but it is actually no surprise if they have stopped using DST, as the "first into year 2000" hype has ended. Back in March I found a notice on the website http://www.tongaonline.com that Tonga changed back to standard time one month early, on March 19 instead of the original reported date April 16. Unfortunately, the article is no longer available on the site, and I did not make a copy of the text, and I have forgotten to report it here. week starts at Sunday or Monday??

I've written a nice Date Time class library to get a grip on Daylight Saving Time bugs. It is mostly a wrapper around the existing stuff from #include <time.h>, but the idea is to force the user to forget about those, and be forced to think what timezone he is talking about. (I have a class TZone, which user MUST supply if he want to construct a date, or if he want to break it down into readable fields). and also the idea is to make clear what the isdst flag semantics are, etc. I am putting the finishing touches, and I now decide on a few trivial questions (which seem inportant anyhoow..) (1) I decided to have the MONTH and the WeekDay 1-based (in struct tm they start at zero). I guess there are arguments for both, but I didn't like the inconsistency between weekday (0-6) and monthday (1-31). also, if month is (0-11) I have to add 1 before printing, because users are definitely used to december as month 12, not month 11. so my question is.... now that I decided that days are niumbere 1 to 7, what is day 1 ??? is it Sunday, or Monday? what is the Right Thing to do? regards, Christoph

I forgot one entry in my last mail: Manoel Andrade <mandrade(a)hotlink.com.br> reported to me that some states/territories in Brazil have stopped using DST, just about a week after the DST period started. Now looking at the official page http://pcdsh01.on.br/DecHV.html : It seems that Pernambuco and Roraima stopped using DST on 15 October at midnight. Then, just one week later, Sergipe, Alagoas, Paraiba, Rio Grande do Norte, Ceará, Piauí and Maranhão stopped using DST on 22 October at midnight. Some people replied showing interest in my program (Time Map). If you are interested then take a look at www.timemap.f2s.com, the site is still under construction but it has a few screenshots and descriptions of the program. The program itself is still in the beta stage, however this should change hopefully in the next week or so. If you are interested in beta testing, please give me an email. I will allow for a few testers however I would expect useful comments and criticisms in exchange for the free software. That's about it... oh and if anyone knows anything about Kazakhstan Time Zones or knows of any place where I can find any information about them then please email me. Thanks! Marek O.

Dear Friends, PLEASE! As a new member of this listing, I think it's a little bit hard to understand how to use the TZ database, I tried to read all files, but I don't get the right information. Somebody could tell me about: 1. Is there some readme files explaining how to use the tz code and database? 2. Is there some demo program or tutorial about TZ ? 3. Is there another sites about the TZ database? PLEASE! I really need to understand TZ. I know C language very well. I just couldn't figure out how to use TZ. I would like to build a program that shows by country the TZ and DLS info. Somebody pick a country and some date, and the program will say if that time was in DLS and what TZ was that time.
