I consulted Shanks and found that I transcribed his data for Winnipeg incorrectly, not only for this year, but also for 1937, 1948, 1950, 1963, and all years from 1966 on. Sorry about that -- I must have forgotten to proofread Winnipeg originally. (At least I didn't misspell its name as ``Winnepeg''....) Is the current Canada/Central zoneinfo correct?

I am the guy who maintains the zoneinfo stuff in Solaris 2 and one of our customers just submitted a bug against the current Canada/Central (aka America/Winnepeg) entry complaining that it switches back to Standard Time one week too early. The current entry for Canada/Central says that it should switch on the last Sunday in September, which would have been yesterday, the 24th. Who is right? Our customer or the current zoneinfo source? alan perry

I called Tourism Winnipeg, (800) 665-0204, at 8:55 p.m. GMT on 9/25/95 (4:55 p.m. in Washington, DC; US Eastern Daylight Time, the same as New York). The answering party said it was 3:55 in Winnipeg; Winnipeg being Central, this one-hour difference would indicate they're also still on Daylight Time. If the government changes, these rules may go out the window next year, but we might as well put the proposed dates in since they're better than nothing. I was pointed in the direction of this list about the question I have. If anyone can offer any help I'd really appreciate an email response at sautins(a)coralsys.com. I am writing an application that is continually needing to get the offset from GMT for different times and different timezones. The method of setting the timezone environment variable, calling tzset, and calling localtime is entirely too costly (mostly the time spent opening and closing the timezone files). In any case, I've been perusing the code from ftp::/elsie.nci.nih.gov/pub/tzcode95c.tar and am confused by the following piece of code from localsub: if (sp->timecnt == 0 || t < sp->ats[0]) { i = 0; while (sp->ttis[i].tt_isdst) if (++i >= sp->typecnt) { i = 0; break; } } else { > for (i = 1; i < sp->timecnt; ++i) > if (t < sp->ats[i]) > break; > i = sp->types[i - 1]; > } ttisp = &sp->ttis[i]; It seems that the only place that the time being converted is used to determine which ttinfo struct is in the comparison with the 'ats' field. The ats field is an array of time_t values, but for the life of me I can't figure out how this would work. My question is, how does this address the issue of, in May it's is or is not daylight savings time? I can't figure out how the ats filed works. From the header, it says that they are transition times, but when looking at the debugger at the ast values and the all seem to be large negative values. Can anyone shed some light on what's going on or point me in the direction of some documentation on this algorithm? The file tzcode95d.tar.gz is available for anonymous ftp from elsie.nci.nih.gov (165.112.73.1) in the ~ftp/pub directory. The only change is the addition of a "Music" file, which documents four recorded versions of the tune "Save That Time." --ado :-)
