corrected DST data Switzerland 1941 and 1942, final report

Hello I have researched the DST usage in Switzerland during the 1940ies. As I wrote in an earlier message, I suspected the current tzdata values to be wrong. This is now verified. I have found copies of the original ruling by the Swiss Federal government, in 'Eidgenössische Gesetzessammlung 1941 and 1942' (Swiss federal law collection) and attach GIF copies of the two pages for 1941. DST began on Monday 5 May 1941, 1:00 am by shifting the clocks to 2:00 am DST ended on Monday 6 Oct 1941, 2:00 am by shifting the clocks to 1:00 am. DST began on Monday, 4 May 1942 at 01:00 am DST ended on Monday, 5 Oct 1942 at 02:00 am There was no DST in 1940, I have checked the law collection carefully. It is also indicated by the fact that the 1942 entry in the law collection points back to 1941 as a reference, but no reference to any other years are made. Newspaper articles I have read in the archives on 6 May 1941 reported about the introduction of DST (Sommerzeit in German) during the previous night as an absolute novelty, because this was the first time that such a thing had happened in Switzerland. I have also checked 1916, because one book source (Gabriel, Traite de l'heure dans le monde) claims that Switzerland had DST in 1916. This is false, no official document could be found. Probably Gabriel got misled by references to Germany, which introduced DST in 1916 for the first time. The tzdata rules for Switzerland must be changed to: Rule Swiss 1941 1942 - May Mon>=1 1:00 1:00 S Rule Swiss 1941 1942 - Oct Mon>=1 2:00 0 - The 1940 rules must be deleted. One further detail for Switzerland, which is probably out of scope for most users of tzdata: The zone file Zone Europe/Zurich 0:34:08 - LMT 1848 Sep 12 0:29:44 - BMT 1894 Jun #Bern Mean Time 1:00 Swiss CE%sT 1981 1:00 EU CE%sT describes all of Switzerland correctly, with the exception of the Cantone Geneve (Geneva, Genf). Between 1848 and 1894 Geneve did not follow Bern Mean Time but kept its own local mean time. To represent this, an extra zone would be needed. Will Samoa observe DST?

Last November, the Cabinet of (Western) Samoa approved the adoption of DST from the first Sunday of October 2009 until the last Sunday of March 2010. Alexander Krivenyshev notified the tz list on December 7, with the subject line "Western Samoa may implement Daylight Saving Time in 2009". The tzdata file hasn't reflected any such change yet. I've just done a Web search for any further news. The only relevant articles I could find were dated last November or December. Those articles speak of the change as if it were a done deal; but some of them mention that the Attorney General's office is charged with drafting the enabling legislation. Has Samoa changed its mind and dropped the project? Is the legislation just a formality that's assured of going through? It's a little more than two months until the switch is due. I hope someone on the list is in a position to check into the situation. Gwillim Law

As Ian Davies observed, CLDR data is supplemental--not part of the time zone package. That being said... "Etc/GMT+5" would have been correct for much of Eastern Indiana through 2006 since DST wasn't observed. (Recall that there's a UNIX-heritage GMT offset sign reversal; use the commands... TZ=Etc/GMT+5 date TZ=EST date TZ=EST5 date ...to see that Etc/GMT+5 used to be the right thing.) Time zone data for Dhaka is missing an end date

To whom it may concern, I am writing to report an issue I have discovered in the recent change to the Asia/Dhaka time zone data, which recently implemented daylight saving time in June. The recent update to the time zone data (tzdata2009j) includes a start date for daylight saving time, but no end date. Intuitively, daylight saving time should have a start and an end date within the same year, otherwise what is implemented is an indefinite GMT offset change. Because of this programs that detect DST rules may see the absence of an end to the DST period as an error. This may cause programs which obtain DST rules using Olson time zone data to fail to detect daylight saving time rules for Asia/Dhaka. For completeness, I propose a tentative end date be implemented now, and an updated date be implemented once an official date is released, or the government releases an additional tentative date in September. According to timeanddate.com: "The press secretary did not confirm the length of DST but stated that the government would decide the DST end date and would announce it later. On another note, Bangladesh's minister for power said earlier in 2009 that the new timing might continue until the end of September. Timeanddate.com will provide an update on the DST end date when it becomes available. Hi there, I downloaded tzdata2009j and it does not seem to have the DST end for Bangladesh. I saw couple of threads related to this saying that the end time was still not announced by the Bangladesh government. Is that still the case? Because I can see that timeanddate.com already shows that DST ends on 25th Sep at 12:00am. If this information is correct, when can we expect to see a new version of the database? Regards, Ravi
