Below find proposed time zone package changes; the executive summary: * Makefile Change LOCALTIME default from "Factory" to "GMT"; do not compile "factory" file (but keep it in the distribution). * Theory Remove reference to "Factory" zone. * australasia Change end of DST in Samoa in 2011 from 2011-04-03 0:00 to 2011-04-03 1:00 (thanks to Raymond Hughes for a reference). * localtime.c Initialize ttinfo structures filled by tzparse (thanks to Ravindra for reporting a valgrind warning). * zic.c Fix generation of POSIX strings for zones with rules using "weekday<=n" forms of dates (thanks to Lei Liu for finding the problem). Also, limit output for non-POSIX-specificable zones defined to follow the same rules every year. (Note that no zones of either of the above types appear in the distribution; these changes cater to add-on zones). Hong Kong problem and BCN timezone(s)

I have found a small problem in the Hong Kong corrections of 2009q. It seems that the Hong Kong government page says that DST was not used in 1977 and 1978, while this is the current tz data: Rule HK 1965 1977 - Apr Sun>=16 3:30 1:00 S Rule HK 1965 1977 - Oct Sun>=16 3:30 0 - Indeed the whole extract of the government web page is still part of the asia file. US Mountain/Central border at Fort Pierre SD

If I might seek the wisdom of the list on a minor topic: The current Mountain/Central boundary in the most recent official US DOT description (49CFR71.7, http://goo.gl/tqBou) has the border running right through Fort Pierre South Dakota. corrected DST data Switzerland 1941 and 1942, final report

Hello I have researched the DST usage in Switzerland during the 1940ies. As I wrote in an earlier message, I suspected the current tzdata values to be wrong. This is now verified. I have found copies of the original ruling by the Swiss Federal government, in 'Eidgenössische Gesetzessammlung 1941 and 1942' (Swiss federal law collection) and attach GIF copies of the two pages for 1941. DST began on Monday 5 May 1941, 1:00 am by shifting the clocks to 2:00 am DST ended on Monday 6 Oct 1941, 2:00 am by shifting the clocks to 1:00 am. DST began on Monday, 4 May 1942 at 01:00 am DST ended on Monday, 5 Oct 1942 at 02:00 am There was no DST in 1940, I have checked the law collection carefully. It is also indicated by the fact that the 1942 entry in the law collection points back to 1941 as a reference, but no reference to any other years are made. Newspaper articles I have read in the archives on 6 May 1941 reported about the introduction of DST (Sommerzeit in German) during the previous night as an absolute novelty, because this was the first time that such a thing had happened in Switzerland. I have also checked 1916, because one book source (Gabriel, Traite de l'heure dans le monde) claims that Switzerland had DST in 1916. This is false, no official document could be found. Probably Gabriel got misled by references to Germany, which introduced DST in 1916 for the first time. The tzdata rules for Switzerland must be changed to: Rule Swiss 1941 1942 - May Mon>=1 1:00 1:00 S Rule Swiss 1941 1942 - Oct Mon>=1 2:00 0 - The 1940 rules must be deleted. One further detail for Switzerland, which is probably out of scope for most users of tzdata: The zone file Zone Europe/Zurich 0:34:08 - LMT 1848 Sep 12 0:29:44 - BMT 1894 Jun #Bern Mean Time 1:00 Swiss CE%sT 1981 1:00 EU CE%sT describes all of Switzerland correctly, with the exception of the Cantone Geneve (Geneva, Genf). Between 1848 and 1894 Geneve did not follow Bern Mean Time but kept its own local mean time. To represent this, an extra zone would be needed. Let me try to explain it, frankly say, it's difficult to count the exact population of a city which have more than 20,000,000, especially in China. The population data from government, it just include the people who have the locale ID ( hukou ), do not include people without locale ID (hukou). So maybe 20-30% people lost, I think the data from http://www.trueknowledge.com is more accurate, which reflect the real number of people who live in the city. My conclusion is both Beijing and Shanghai are big city in China, and have almost the similar populations. According to the rule: Among locations with similar populations, pick the best-known location, e.g. prefer `Rome' to `Milan'. I think the best-known location is Beijing, no matter from Chinese view or from the foreigner's view. I have read all the messages about Beijing Time in ftp://elsie.nci.nih.gov/pub/tzarchive.gz, and notice that all the voice from China is the same, Beijing should represent China. So trust the people who live there and use Beijing time everyday maybe the best choice. Back in 2007 I initiated the creation of a new "zone file" for Resolute Bay. Resolute Bay is a small community located about 900km north of the Arctic Circle. The zone file was required because Resolute Bay had decided to use UTC-5 instead of UTC-6 for the winter of 2006-2007. http://www.nnsl.com/frames/newspapers/2006-11/nov13_06none.html According to new information which I received last week, Resolute Bay went back to using UTC-6 in the winter of 2007-2008. This new information conflicts with information I received in November 2008. Assuming the new information is correct, a change is required for "America/Resolute" Details are below. Sorry this post is so long. #---------------------------------------------------------- On March 11/2007 most of Canada went onto daylight saving. On March 14/2007 I phoned the Resolute Bay hamlet office to do a "time check". I talked to somebody that was both knowledgeable and helpful. I was able to confirm that Resolute Bay was still operating on UTC-5. It was explained to me that Resolute Bay had been on the Eastern Time zone (EST) in the winter, and was now back on the Central Time zone (CDT). i.e. the time zone had changed twice in the last year but the clocks had not moved. The residents had to know which time zone they were in so they could follow the correct TV schedule. #---------------------------------------------------------- I did not contact anybody in Resolute Bay for the next year and a half. #---------------------------------------------------------- On Nov 02/2008 most of Canada went onto standard time. On Nov 03/2008 I phoned the Resolute Bay hamlet office. I talked to a woman who had difficulty understanding anything I asked. She managed to tell me that Resolute Bay had changed to "Eastern Time" the day before. I don't recall any elaboration on what this meant. That was all I got out of the call. I don't remember whether or not I tried to do a "time check". I was left with the impression that Resolute Bay was still stuck on UTC-5 (EST in winter and CDT in summer). However, due to the challenging nature of the phone call, I decided to seek out an alternate source of information. I found an e-mail address for somebody by the name of Stephanie Adams whose job was listed as "Inns North Support Officer for Arctic Co-operatives". I was under the impression that Stephanie lived and worked in Resolute Bay. Note: I don't think this was same Stephanie Adams that appeared in the center of a well known U.S. based magazine. I sent an e-mail to Stephanie on Nov 03/2008. Stephanie forwarded my e-mail to somebody by the name of Silvano Cendou; I have no information on who Silvano is. On Nov 05/2008, Silvano responded with this: 'Hi Stephanie Resolute Bay did not turn their clocks back on Sunday! They kept the same time as they had proir to the change. Hope this helps you Silvano' Stephanie forwarded Silvano's e-mail back to me. The phone calls and the e-mails all pointed to the permanent use of UTC-5 with a "time zone change" twice a year. On Nov 13/2008 I sent a post to this mailing list; I stated that Resolute Bay was still using Eastern Standard Time in winter and Central Daylight Time in summer. #---------------------------------------------------------- I did not contact anybody in Resolute Bay for the next two and a half years. #---------------------------------------------------------- On March 14/2011 I phoned the hamlet office again. I was told that Resolute Bay had been using Central Standard Time over the winter of 2010-2011 and that the clocks had therefore been moved one hour ahead on March 13/2011. The person I talked to was aware that Resolute Bay had previously experimented with Eastern Standard Time but he could not tell me when the practice had stopped. #---------------------------------------------------------- On March 17/2011 I searched the Web to find an e-mail address of somebody that might be able to tell me exactly when Resolute Bay went off Eastern Standard Time. I stumbled on the name "Aziz Kheraj". Aziz used to be the mayor of Resolute Bay and he apparently owns half the businesses including "South Camp Inn". This website has some info on Aziz: http://www.uphere.ca/node/493 I sent Aziz an e-mail asking when Resolute Bay had stopped using Eastern Standard Time. Aziz responded quickly with this: 'hi, The time was not changed for the 1 year only, the following year, the community went back to the old way of " spring ahead-fall behind" currently we are zulu plus 5 hrs and in the winter Zulu plus 6 hrs' This of course conflicted with everything I had ascertained in November 2008. I sent Aziz a copy of my 2008 e-mail exchange with Stephanie. Aziz responded with this: 'Hi, Stephanie lives in Winnipeg. I live here, You may want to check with the weather office in Resolute Bay or do a search on the weather through Env. Canada. web site' #-------------------------------------------------------------- If I had realized the Stephanie did not live in Resolute Bay I would never have contacted her. I now believe that all the information I obtained in November 2008 should be ignored. Assuming Aziz is correct, America/Resolute needs some changes.
