Chinese timezones 1970

I have investigated the timezones around 1970 on the http://www.astro.com/atlas site, and here are the results. I am attaching a GIF file of the map I have built based on this information. The red borders are the modern-time administrative borders, while the green lines are the timezone borders I have determined, note that some of them are partially hidden behind the red lines. There are no big surprises. Most timezones follow modern-day administrative boundaries, with the exceptions being Xinjiang, Xizang (Tibet), Qinghai, Gansu, Nei Mongol (Inner Mongolia) and Guangdong. There was an exception in Heliongjiang region on GMT+8.5 where the northern-most county Mohe is on GMT+8. A few other exceptions were two counties on the Sichuan side of the Xizang - Sichuan border, counties Dege and Baiyu which lies on the Sichuan side and are therefore supposed to be GMT+7, Xizang region being GMT+6, but Dege county is GMT+8 according to astro.com while Baiyu county is GMT+6 (could be true), for the moment I am assuming that those two counties are mistakes in the astro.com data. The biggest surprise was that region Guangdong were dived in 3 timezones, a south/west part on GMT+6 (counties Xuwen, Haikang, Suixi, Lianjiang, Zhanjiang, Wuchuan, Huazhou, Gaozhou, Maoming, Dianbai, Xinyi) a central part on GMT+7 (counties Yangchun, Yangjiang, Taishan, Kaiping, Xinxing, Luoding, Yu'nan, Yunfu, Taishan, Deqing and Enping) and a north/east part on GMT+8 with the rest of the counties. Zone Asia/Harbin on GMT+8.5: regions Heilongjiang (minus Mohe) and Jilin. Russia May Discontinue DST in 2009- new draft proposal introduced.

A draft proposal of a new federal law to regulate time calculation within the territory of the Russian Federation has been offered by Sergei Mironov, a member of the Federal Council. Proposed at the legislative level, the draft seeks to determine the order of time calculation, under which the territory of the Russian Federation, during the entire calendar year is set to Standard Time plus 1 hour (current Decree time), without any additional time change (eliminating Daylight Saving Time/Summer Time). New DST dates for Mauritius - moved to October

According to http://www.lexpress.mu/display_article.php?news_id=111216 (in French), Mauritius will start and end their DST a few days earlier than previously announced (2008-11-01 to 2009-03-31). The new start date is 2008-10-26 at 02:00 and the new end date is 2009-03-27 (no time given, but it is probably at either 2 or 3 wall clock time). A little strange though, since the article says that they moved the date to align itself with Europe and USA which also change time on that date, but that means they have not paid attention to what happened in USA/Canada last year (DST ends first Sunday in November). I also wonder why that they end on a Friday, instead of aligning with Europe which changes two days later. Best regards, Steffen / timeanddate.com

However this meant that Zone CET and Zone MET did not have DST for 1945, which is not very adequate. I agree with the action of adding DST for C-Eur for 1945, but that means that other timezones using C-Eur must be changed to return status quo. As far as I can see only Europe/Sofia, Europe/Budapest and Europe/Belgrade are affected, though of course Europe/Skopje and other timezones linking to Europe/Belgrade will be equally affected. My suggestion for Europe/Sofia and Europe/Belgrade are to stop using C-Eur from 1945 since the timezone abbreviation (CET) will be the same, and then only start CEST from the previous cutoff dates. For Europe/Budapest the answer is easier since Hungary rule already has the DST start time of May 1, 1945 at 23:00 encoded, so the Hungary rule can simply be used insted of C-Eur since 1945. I don't have access to a zic compiler to see if the desired results crop out, so I will leave that to people who can check it. Just wanted to mention a small discrepancy between the 2008d cover letter description and actual timezone behavior. The commentary says Berlin should have no user-visible changes. However, changes in the europe file affected past behavior for some European timezones including Berlin (see zdump output diffs below). It seems the "Changes affecting past time stamps" section should have mentioned some European timezones changed behavior for 1945 or 1947. Commentary from cover letter: ... Changes affecting past time stamps. * For Mauritius, also include the 1982/1983 DST as reported by Steffen Thorsen. * For America/Argentina/San_Luis, redo the history from 1990 through 2000 to match what's in Shanks & Pottenger.
