Just wanted to mention a small discrepancy between the 2008d cover letter description and actual timezone behavior. The commentary says Berlin should have no user-visible changes. However, changes in the europe file affected past behavior for some European timezones including Berlin (see zdump output diffs below). It seems the "Changes affecting past time stamps" section should have mentioned some European timezones changed behavior for 1945 or 1947. Commentary from cover letter: ...
