It's March Madness time for daylight-saving rule changes. Here's a proposed change to the tz database to keep up with the latest political development, which affects time stamps starting March 29: * Latvia and Lithuania will not observe DST, starting this year. corrected DST data Switzerland 1941 and 1942, final report

Hello I have researched the DST usage in Switzerland during the 1940ies. As I wrote in an earlier message, I suspected the current tzdata values to be wrong. This is now verified. I have found copies of the original ruling by the Swiss Federal government, in 'Eidgenössische Gesetzessammlung 1941 and 1942' (Swiss federal law collection) and attach GIF copies of the two pages for 1941. DST began on Monday 5 May 1941, 1:00 am by shifting the clocks to 2:00 am DST ended on Monday 6 Oct 1941, 2:00 am by shifting the clocks to 1:00 am. DST began on Monday, 4 May 1942 at 01:00 am DST ended on Monday, 5 Oct 1942 at 02:00 am There was no DST in 1940, I have checked the law collection carefully. It is also indicated by the fact that the 1942 entry in the law collection points back to 1941 as a reference, but no reference to any other years are made. Newspaper articles I have read in the archives on 6 May 1941 reported about the introduction of DST (Sommerzeit in German) during the previous night as an absolute novelty, because this was the first time that such a thing had happened in Switzerland. I have also checked 1916, because one book source (Gabriel, Traite de l'heure dans le monde) claims that Switzerland had DST in 1916. This is false, no official document could be found. Probably Gabriel got misled by references to Germany, which introduced DST in 1916 for the first time. The tzdata rules for Switzerland must be changed to: Rule Swiss 1941 1942 - May Mon>=1 1:00 1:00 S Rule Swiss 1941 1942 - Oct Mon>=1 2:00 0 - The 1940 rules must be deleted. One further detail for Switzerland, which is probably out of scope for most users of tzdata: The zone file Zone Europe/Zurich 0:34:08 - LMT 1848 Sep 12 0:29:44 - BMT 1894 Jun #Bern Mean Time 1:00 Swiss CE%sT 1981 1:00 EU CE%sT describes all of Switzerland correctly, with the exception of the Cantone Geneve (Geneva, Genf). Between 1848 and 1894 Geneve did not follow Bern Mean Time but kept its own local mean time. To represent this, an extra zone would be needed. Hi there - I've been lurking on the list for a while. I don't contribute much as a I'm a (humbly grateful) user of tz information, rather than a provider. I mentioned our http://permatime.com site, a while back, but don't think I explicitly asked for it to go on the twinsun link page under "Web pages using recent versions of the tz database". Can it? http://permatime.com is a service for generating and viewing links that refer to a particular point in time and can be displayed in multiple timezones. Time format error in Olson TZ rules for Asia

Hello, We have noticed a possible error in Jordan rule. It uses time value 24:00 in recent updates of Olson rule files. Rule Jordan 2002 max - Mar lastThu 24:00 1:00 S As per RFC 3339,( Clause :5.6. Internet Date/Time Format) it recommends time format from 00-23 for hours. (http://www.ietf.org/rfc/rfc3339.txt ) This implies Jordan rule may need to be changed to: Rule Jordan 2002 max - Mar lastFri 0:00 1:00 S Please check this and update in subsequent releases if found appropriate. Time zone file naming scheme

As spec lead of JSR-310, the Java effort to enhance dates and times, I'm encoding TZDB data. In order to represent the different versions of the data, I'm using the tzdb naming scheme or year followed by letter, eg. 2010i. This version number is sorted alphabetically. Obviously, it is possible that there might be more than 26 releases of the data in one year. In order to maintain the alphabetical sort order, I'd like this list to determine a strategy for the unlikely event that this situation occurs. For example: 2010a 2010z 2010za 2010zb If the list does not arrange a strategy (and define it in the theory document), then JSR-310, or future maintainers, will have to make up our own approach for numbering the 27th and onwards releases. user-friendly time zone list

Hello All, I am attempting to find a user-friendly list of time zones for users to select their current time zone. It would have common names that timezones are referred to, such as Eastern Time (US and Canada), and/or city names. This list should map the text to a time zone name such as "America/New_York." It would also remove multiple listings for what the user thinks of as the same time zone. Does any one know of such a list? If not, I would like to create one. One thing that perhaps would help is if I could group many timezones by if they are implemented exactly the same way in 2010. This would make it easy to remove multiple listings for the "same" time zone. Also, if there are any time zones that are strictly there for historical purposes, I would like to not have them in the list. I will put this list in the public domain if any other application developers want to use it. I understand this is the most populous city, but he made a good point: in Brazil we call this time zone "Brasília time". Brasília has been our country capital for 50 years, since the government finished building it for this specific purpose. There's no chance the city will lose this the status for the next decades, because no one has any good reason for that. So, I'd like to know if there's any chance of creating America/Brasilia as an alias to America/Sao_Paulo. Thanks!
