Chinese timezones 1970

I have investigated the timezones around 1970 on the http://www.astro.com/atlas site, and here are the results. I am attaching a GIF file of the map I have built based on this information. The red borders are the modern-time administrative borders, while the green lines are the timezone borders I have determined, note that some of them are partially hidden behind the red lines. There are no big surprises. Most timezones follow modern-day administrative boundaries, with the exceptions being Xinjiang, Xizang (Tibet), Qinghai, Gansu, Nei Mongol (Inner Mongolia) and Guangdong. There was an exception in Heliongjiang region on GMT+8.5 where the northern-most county Mohe is on GMT+8. A few other exceptions were two counties on the Sichuan side of the Xizang - Sichuan border, counties Dege and Baiyu which lies on the Sichuan side and are therefore supposed to be GMT+7, Xizang region being GMT+6, but Dege county is GMT+8 according to astro.com while Baiyu county is GMT+6 (could be true), for the moment I am assuming that those two counties are mistakes in the astro.com data. The biggest surprise was that region Guangdong were dived in 3 timezones, a south/west part on GMT+6 (counties Xuwen, Haikang, Suixi, Lianjiang, Zhanjiang, Wuchuan, Huazhou, Gaozhou, Maoming, Dianbai, Xinyi) a central part on GMT+7 (counties Yangchun, Yangjiang, Taishan, Kaiping, Xinxing, Luoding, Yu'nan, Yunfu, Taishan, Deqing and Enping) and a north/east part on GMT+8 with the rest of the counties. Zone Asia/Harbin on GMT+8.5: regions Heilongjiang (minus Mohe) and Jilin. Here are proposed changes to the tz database for the news items we've accumulated recently: * Brazil will observe DST from 2007-10-14 00:00 to 2008-02-17 00:00. (Thanks to Steffen Thorsen for this.) * Egypt switched earlier than we expected. (Thanks to Dirk Losch and Jesper Norgaard Welen for this.) * Likewise for Gaza. (Thanks to Jesper Norgaard Welen for this.) * Iran will resume DST next year. London (GMT) notation self-conflicts

Hello, My company's application servers use the Olson database as a time zone reference. The following listings appear, which I believe are so-named in the Olson database: London (Greenwich Mean Time) Belfast (Greenwich Mean Time) Dublin (Greenwich Mean Time) These notations are correct only in winter, when all three cities are on GMT. But in Summer, these cities are GMT+1. This means that in summer, there is a conflict within the notation. Note that this conflict does not arise for cities outside the United Kingdom. Taking Paris (Central European Time) as an example, Paris time and Central European Time are always the same, irrespective of the extra hour of Daylight Savings offset from GMT in summer. To fix this, "Greenwich Mean Time" should be removed from the notation for London, Belfast and Dublin. It might be replaced by "United Kingdom Time," "British Isles Time" or "British Time." Does this conflicting notation indeed exist in the Olson database and, if so, can it be fixed? I think we should include Saint Barthelemy in the tz database, probably in the northamerica file. Currently I don see any mention of it, so the minimum would be to include the island in an appropriate parenthesis for one of the current timezones. The island has a population of 6,852 in the 1999 consensus. The other reason it should be included is that it has its own country code BL, so it should be in the iso3166.tab file. However wikipedia http://en.wikipedia.org/wiki/Saint_Barthelemy and the CIA factbook https://www.cia.gov/library/publications/the-world-factbook/geos/tb.html claim that it uses DST, the first as usual without any detail, while the latter gives the dates starting 20. March and 17. October (for 2007 only?). I have tried to find information on the French-only homepage of the island, but my French skills are definitely not up to the task - perhaps there is no mention of DST in these pages anyhow. The page http://www.st-barths.com/guidepgs/practical.html#10 claims that there is no DST in use in Saint Barthélemy. As usual I welcome any other information that anyone might have to shed light on the possible application of DST on Saint Barthélemy.
