proposed tz changes for Brazil, Egypt, Iran, Gaza, Venezuela

Here are proposed changes to the tz database for the news items we've accumulated recently: * Brazil will observe DST from 2007-10-14 00:00 to 2008-02-17 00:00. (Thanks to Steffen Thorsen for this.) * Egypt switched earlier than we expected. (Thanks to Dirk Losch and Jesper Norgaard Welen for this.) * Likewise for Gaza. (Thanks to Jesper Norgaard Welen for this.) * Iran will resume DST next year. (Thanks to Jesper Norgaard Welen for this.) * Venezuela is currently planning to change time zones on January 1, to -04:30. I just found the text of the law for reinstating daylight saving in Iran.This is quoted from Official Gazette of the Islamic Republic of Iran, Volume 63, Number 18242, dated Tuesday 1386/6/24 [2007-10-16]. I am doing the best translation I can: ====== The Law for Changing the Official Time of the Country Single Article - The official time of the country will be moved forward for one hour on the 24 hours of the first day of the month of Farvardin and will be changed back to its previous state on the 24 hours of the thirtieth day of Shahrivar. The above law that includes a single article was passed in the public session of the Islamic Consultative Assembly dated Wednesday, the thirty-first of Mordad of one thousand and three hundred and eighty six [2007-08-22] and was approved by the Guardian Council on the date of 1386/6/21 [2007-09-12]. You'll need an extra field specifying the calendar system. You can't trust month names to specify a calendar system in a unique way ;-) Roozbeh

Thanks for the citation. That "24 hours" worries me a bit; it's not clear to me whether it means midnight at the start or at the end of the day. Just to double check, are the current transitions OK? They are published in the tz database now. 2008-03-21 00:00 / 2008-09-21 00:00 2009-03-22 00:00 / 2009-09-22 00:00 2010-03-22 00:00 / 2010-09-22 00:00 ... Here, "00:00" means midnight at the start of the day. The dates are Gregorian. Thanks.

Yes. The law is basically reinstating the 1991 regulation of President Rafsanjani's board of ministers which was canceled by President Ahmadinejad's board of ministers a few days before daylight saving was supposed to come into effect again in 2006. BTW, the funny thing is that Hassan Habibi, the First Vice President that signed the 1991 regulation, and Gholam Ali Haddad-Adel, the Parliament's Speaker who signed the 2007 one, have been the only two presidents of Iranian Academy of Persian Language and Literature since its revival in 1990. Habibi became the Academy's President when it was recreated (while also serving as First Vice President) and was replaced by Haddad-Adel after his term finished. But later, Haddad-Adel resigned from the post when he became the Parliament's Speaker, leading in Habibi filling his original position again. Roozbeh
