Hi Paul, Link: <https://github.com/shadow-maint/shadow/issues/1057> Currently, shadow utils' passwd(1) (and several other programs) uses UTC time when printing. That is: $ passwd -S alx alx P 2023-09-20 0 99999 7 -1 the date from above is a UTC representation of $ sudo cat /etc/shadow | grep alx | cut -f3 -d: 19620 However, shadow utils programs, such as chage(1), use local time in input. That timestamp was set by chage(1), interpreting a local date: $ sudo chage -d 2023-09-21 alx $ sudo cat /etc/shadow | grep alx | cut -f3 -d: 19620 $ date Wed Jul 31 07:54:17 CEST 2024 This is rather confusing, and we think that passwd(1) should also print the date in local time, when printing human-readable dates. However, I think it might be better to show the timezone information together with the date, to be clear that what we're printing is local time. Do you think that's reasonable? Or maybe it's understood that when printing a date some timezone information is implicitly local? I didn't find any way to print timezone information in ISO 8601, if you don't print the time together with the date. That is, ISO 8601 says: C.1.3.1 Date A date string represents one of the following: • year, month, and day (e.g. 2001-02-03) • year and month (e.g. 2008-12 ) • year (e.g. 2008) and C.1.3.2 Date and Time A date/time string is composed according to one of three representations as illustrated in the following three examples: • 2001-02-03T09:30:01 • 2004-01-01T10:10:10Z • 2004-01-01T10:10:10+05:00 but I don't see any way to print something like 2023-09-21+02:00 in standardese. Is this a defect in ISO 8691? I see that in C.1.3.2, it says "Zone-offset may be omitted or included", so I guess we can just omit it. What do you think we should do? Thanks! And have a lovely day! Paraguay may adopt permanent DST soon

Today the Congress of Paraguay passed a bill to observe UTC-3 permanently, equivalent to permanent DST. The bill still needs to be approved by the president. https://www.abc.com.py/politica/2024/09/24/congreso-sanciona-horario-de-ver… The text of the bill says that it would enter into force on the first Sunday in October 2024, the same date currently scheduled to start DST. Goodmorning. I'm writing here to propose a new time zone for an all-year open Antarctic base. The base is a French–Italian research facility that was built 3,233 m (10,607 ft) above sea level at a location called Dome C on the Antarctic Plateau, Antarctica. https://en.wikipedia.org/wiki/Concordia_Station The timezone is UTC+8 without DST. Ukraine to abolish DST?

Ukraine seems to be getting rid of DST, according to https://universemagazine.com/en/the-verkhovna-rada-canceled-daylight-saving… "During a meeting of the Verkhovna Rada of Ukraine on June 16, daylight saving time was canceled. According to MP Yaroslav Zheleznyak, 261 MPs voted in favor of the bill. Now it must be signed by the President of Ukraine, and then it will come into force." which is again referencing (in Ukrainan) https://lb.ua/society/2024/07/16/624453_verhovna_rada_skasuvala_perehid.html It seems they will plan to set back time this autumn to winter(standard) time, and then stay on that. Brazil may reinstate daylight saving time soonish

A Reuters report[1] says that energy authorities in Brazil have approved a plan to bring back daylight saving time, to save electrical energy during a major drought that has hurt hydroelectric power generation[2]. As far as I know authorities have not decided or published details of the plan, such as which states would be involved and dates and times of transitions. However, one English-language report says that DST would not start until after the election period ends on October 27[3]. This is not a done deal, as any change would need approval by President Luiz Inácio Lula da Silva. That being said, Brazil's DST was abolished by Lula's predecessor and political opponent Jair Bolsonaro, and Lula did an informal Twitter poll shortly after his election in which 66% of respondents voted for DST[4], so presumably Lula would favor restoring DST. Potential Inconsistency in tz Database (2024b) for Mexico 1931

We maintain the software package tzdata<https://www.npmjs.com/package/tzdata>, which utilizes the tz database for generating time zone information. I am reaching out regarding a potential inconsistency I noticed in the latest tz database release (tzdata2024b/northamerica). Specifically, for Mexico in 1931, "May 1 23:00" appears to have been changed to "April 30 0:00," whereas it seems the correct adjustment should have been "Apr 30 0:00," in line with the rest of the table. Makefile checknow

Hi, The Makefile contains a section called `check_now`. It references the files `zone1970.tab` and `zonenow.tab`. Other sections of the Makefile take account of the variable $ZONETABLES before using/checking zone files. Just wanted to add to the list of libraries impacted by this issue. tzdata is a dependency of the timex library, one of the most popular in the elixir ecosystem. A 2024c release with the fix would be much appreciated. Best regards, Greg McDonald

Greetings Team, I am writing to bring to your attention a critical issue we've encountered with the recent release of https://github.com/eggert/tz -version 2024b. We are using https://github.com/HowardHinnant/date library for our scheduler, the changes with 2024b have caused our schedulers to fail across thousands of agents. Given the scale of our deployment, manually fixing each affected agent is not a feasible solution for us. I see the issue has been fixed in the repo, I really appreciate making a quick fix. Could you please provide an estimated timeline for when we can expect a new release with the fix. If possible, we would greatly appreciate it if you could expedite the release with the fix.
