Did Greenland abolish daylight saving from 2024 on?

This week several English-language news sources reported that Greenland has moved its clocks forward for the last time. These reports disagree with current TZDB[1], which follows Thomas M. Steenholdt's December email[2] saying that although in November Greenlanders voted to not fall back this fall, they also voted to continue to observe daylight saving time (DST) next year, effectively moving their time zone one hour east instead of abolishing DST. There's no disagreement about timekeeping this year. The first point of disagreement is March 30, 2024 at 23:00, when TZDB says Nuuk, Greenland will spring forward to 24:00, whereas the recent news reports say clocks will neither spring forward nor fall back during 2024. So who's right: Steenholdt in December, or these several recent news reports? Currently TZDB goes with Steenholdt. After all, he cited the relevant Greenland legislation and his email address ends in ".gl". I suppose another possibility, though, is that Greenland's government has changed its mind since November. However, if so I'd like to see citations to the newer legislation. The earliest recent news story I found on this topic was a week ago by Lebawit Lily Girma[3], senior travel news reporter for Bloomberg Pursuits. Danish standard time will probably officially be based on UTC

Since 1893-03-29 Danish standard time has been defined as "the mean solar time for the 15th degree of longitude east of Greenwich" (machine translated of the offical law). With the introduction of UTC we didn't update that law, but we did start using UTC+1 as standard time in practice. So for around 50 years maybe only astronomers have been following the law. The Minister of Transportation has now proposed a bill to update the law to define Danish standard time as UTC+1 to keep up with reality. At the first reading all political parties expressed their support and jokingly noted that "it was about time". The updated law is expected to take effect on 2023-03-26. Buggy %z behaviour in strftime

Attached code prints "+0000 America/Los_Angeles" both with glibc and with linked ToT strftime implementation. On MacOs it prints "-0800 America/Los_Angeles". Is it a known issue?

Introduce Etc/UTC+x timezones?

Hi, If people are aware of timezones, they often know UTC and their offsets (e.g. Europe/Berlin is UTC+2 summer). But they are probably not aware that the Etc/GMT offsets are inverted (e.g. you have to select Etc/GMT-2 for UTC+2). I was not aware of that and other people as well as the bugs in Ubuntu and Debian indicate (see https://launchpad.net/bugs/1325949 and https://bugs.debian.org/540305) What do you think about the idea of introducing Etc/UTC+x timezones that have the "correct" offset so that people can select fixed offsets more easily? So Etc/GMT-2 would be renamed to Etc/UTC+2 and Etc/GMT-2 would become a symlink to it (same for all other Etc/GMT+x and Etc/GMT-x timezones). -- Benjamin Drung Debian & Ubuntu Developer

The tzcode distribution includes a (non-standard and undocumented) offtime() function but no offtime_r() function, which seems like an oversight. The attached patch (relative to 2023c) adds it. Regards, Dag-Erling

Mexico timezones

Hello, Mexico has recently abolished daylight savings except for where they border with the United States. I believe the timezone database is now inaccurate because it should not be showing CDT for most of the country any longer and should be CST instead. It seems like this was addressed in release notes for the tzdb version 2022f and 2022g but I'm not sure that the correct changes were applied. Could you verify/explain why the timezones in Mexico are still recorded as CDT? Is this a mistake? Thank you
