It's March Madness time for daylight-saving rule changes. Here's a proposed change to the tz database to keep up with the latest political development, which affects time stamps starting March 29: * Latvia and Lithuania will not observe DST, starting this year. Hi re "makes me wonder whether that [Windows NT registry] could be edited instead." For Windows NT see the MS note Q176513 (in the MSDN Lbrary CDs or on the web at http://support.microsoft.com/support/kb/articles/Q176/5/13.ASP) for an example of ading a timezone to the list in Windows which can be selected from the Time/Date control panel applet. Although it doesn't talk about it in the article I expect you could then save that new subtree (as a .reg file) which can be "executed" on a(nother) user's computer. Corrections to australasia zoneinfo

The zoneinfo file I found on munnari.oz.au makes an assumption that South Australia will follow the eastern states in moving daylight savings forward and correspondingly, Tasmania would not. This logic is reversed and it's actually Tasmania which will follow the other states and South Australian which wont be changing. I've included a diff patch which reflects these changes, please feel free to use then as you see fit.
