Russia May Discontinue DST in 2009- new draft proposal introduced.
A draft proposal of a new federal law to regulate time calculation within the territory of the Russian Federation has been offered by Sergei Mironov, a member of the Federal Council. Proposed at the legislative level, the draft seeks to determine the order of time calculation, under which the territory of the Russian Federation, during the entire calendar year is set to Standard Time plus 1 hour (current Decree time), without any additional time change (eliminating Daylight Saving Time/Summer Time). If approved this would take effect January 1, 2009. A current draft in Russian is available at the following URL: http://www.mironov.ru/council/initiations/11.html.
