Turkey reintroduces DST next year
Turkey will roll hours back on 10/28/2018 04:00AM. This means going back to EU rule after two years of staying in UTC+3. Thanks for the heads-up. I installed the attached patches into the development version. The first one is your patch, but with a slightly altered commit message. The second adds a NEWS item about the change, and alters the spelling of your name to be what I hope is the proper one since the source code allows UTF-8 in comments. (If you prefer the Anglicized spelling, please let me know.)

Dear All, As you may remember Turkey law about DST was annuled due to board of ministers was not authorized to make permanent decision. Currently, there are some rumors that, Turkey government had found a workaround solution by setting a deadline to DST regulation in order to avoid legal issues. As people says, government will release an update before 2018 October. Do we have information about this? Or do we need to take an action? I don't know about that rumor, but to my understanding, in this document: http://www.resmigazete.gov.tr/eskiler/2017/10/20171028-5.pdf, clause a) states that the decision from 2016-09-07 to keep DST (UTC +3), will stay in effect, and clause b) states that Turkey will be observing standard time (UTC +2) from 2018-10-28. But today it was announced that the DST will become "continuous": http://www.hurriyet.com.tr/son-dakika-yaz-saati-uygulamasi-surekli-hale-geld... I am not sure if it is the UTC +3 that will continue, or if they mean to continue alternating between summer time and standard time. An official statement will probably be published shortly. Thanks for the heads-up. It appears Turkey has reversed its decision of last month and that 2017c was correct after all, so I reverted the post-2017c change for Turkey by installing the attached proposed patch into the development version on GitHub. This means Turkish timestamp users need only to be using tzdb 2016h or later.
