corrected DST data Switzerland 1941 and 1942, final report

Hello I have researched the DST usage in Switzerland during the 1940ies. As I wrote in an earlier message, I suspected the current tzdata values to be wrong. This is now verified. I have found copies of the original ruling by the Swiss Federal government, in 'Eidgenössische Gesetzessammlung 1941 and 1942' (Swiss federal law collection) and attach GIF copies of the two pages for 1941. DST began on Monday 5 May 1941, 1:00 am by shifting the clocks to 2:00 am DST ended on Monday 6 Oct 1941, 2:00 am by shifting the clocks to 1:00 am. DST began on Monday, 4 May 1942 at 01:00 am DST ended on Monday, 5 Oct 1942 at 02:00 am There was no DST in 1940, I have checked the law collection carefully. It is also indicated by the fact that the 1942 entry in the law collection points back to 1941 as a reference, but no reference to any other years are made. Newspaper articles I have read in the archives on 6 May 1941 reported about the introduction of DST (Sommerzeit in German) during the previous night as an absolute novelty, because this was the first time that such a thing had happened in Switzerland. I have also checked 1916, because one book source (Gabriel, Traite de l'heure dans le monde) claims that Switzerland had DST in 1916. This is false, no official document could be found. Probably Gabriel got misled by references to Germany, which introduced DST in 1916 for the first time. One further detail for Switzerland, which is probably out of scope for most users of tzdata: The zone file Zone Europe/Zurich 0:34:08 - LMT 1848 Sep 12 0:29:44 - BMT 1894 Jun #Bern Mean Time 1:00 Swiss CE%sT 1981 1:00 EU CE%sT describes all of Switzerland correctly, with the exception of the Cantone Geneve (Geneva, Genf). Between 1848 and 1894 Geneve did not follow Bern Mean Time but kept its own local mean time. To represent this, an extra zone would be needed. Xinjiang Time

I am new to the list but would like to make a proposal for Xinjiang time. I have looked through previous posts about Xinjiang and would agree with the paradoxical statements that: 1. All of China is on one time zone, (Zhe Su Jun 26, 2006) and 2. Xinjiang has another, governmentally recognized time zone. (Thomas S. Mullaney Feb 12, 2008) Almost all (>99.9%) ethnic Chinese (properly ethnic Han) living in Xinjiang use Chinese Standard Time. Some are aware of Xinjiang time, but have no need of it. All planes, trains, and schools function on what is called "Beijing time". When Han make an appointment in Chinese they implicitly use Beijing time. On the other hand, ethnic Uyghurs, who make up about half the population of Xinjiang, typically use "Xinjiang time" which is two hours behind Beijing time, or UTC +0600. The government of the Xinjiang Uyghur Autonomous Region, (XAUR, or just Xinjiang for short) as well as local governments such as the Urumqi city government use both times in publications, referring to what is popularly called Xinjiang time as "Urumqi time". When Uyghurs make an appointment in the Uyghur language they almost invariably use Xinjiang time. (Their ethnic Han compatriots would typically have no clue of its widespread use, however, because so extremely few of them are fluent in Uyghur, comparable to the number of Anglo-Americans fluent in Navajo.) Because there presently is no time localization for a large Uyghur population who set their watches to Xinjiang time, I propose that the last line of the "Asia/Urumqi" and "Asia/Kashgar" entries be changed so that the entries read: Zone Asia/Urumqi 5:50:20 - LMT 1928 # or Urumchi 6:00 - URUT 1980 May # Urumqi Time 6:00 - XJT #Xinjiang Time and Zone Asia/Kashgar 5:03:56 - LMT 1928 # or Kashi or Kaxgar 5:30 - KAST 1940 # Kashgar Time 5:00 - KAST 1980 May 6:00 - XJT #Xinjiang Time (I did not include the PRC rule. As with the rest of China there was a brief interval ending in 1990 or 1991 when summer time was in use. The confusion was severe, with the province not having dual times but four times in use at the same time. Some areas remained on standard Xinjiang time or Beijing time and others moving their clocks ahead.) This proposed correction would reflect usage for at least the last thirty years and would be a great help to Uyghurs who are becoming increasingly technologically sophisticated. (They routinely use Uyghur localized operating systems and localized cell phones.) XJT would also be preferable to URUT as this reflects standard usage as well as correctly reflects the time zone for an area (in this case, the autonomous region) and not just a city. I don't believe that this would cause the slightest difficulty for ethnic Han population, as they would typically set their phones and computer time to Beijing. Some may only be a bit surprised that a separate Xinjiang exists. I, myself, speak from being present in Xinjiang off and on since the 80's; from my own observations as well as from asking informants who came from outlying areas. Unfortunately, Internet documentation of the actual law is presently hard to get. Immediately after the events of earlier this summer, Internet in Xinjiang was cut and is still out, so many Xinjiang sites are unavailable. Below, though, is an example of an official website using of Urumqi time. Previously Asia/Dhaka was a good work-around for for me and others not having a proper Xinjiang time. The update has caused me to ask if there might be a better solution.

Syria end of DST error in tz

Syria went to winter time this year at Midnight Thursday night (October 29-30) **not** Saturday night Oct 31-Nov1 as the tz data base presently indicates. We were in Damascus and had a flight on Friday morning -- so we had to get this right. Emirate airlines appeared to know about this at least several months in advance as they had adjusted their flight schedules for this date when we bought tickets in June. Probably the reason for this change is that Friday is the day off, equivalent of our Sunday in Islamic countries. This may become common in other Islamic countries. Regards from Ajman in the UAE... Regarding Argentina/San_Luis

Hi, this one I missed... Besides today's breaking news about Argentina not changing to DST this summer, the Province of San Luis is a case in itself. The Law at http://www.diputadossanluis.gov.ar/diputadosasp/paginas/verNorma.asp?NormaI… is ambiguous because establishes a calendar from the 2nd Sunday in October at 0:00 thru the 2nd Saturday in March at 24:00 and the complement of that starting on the 2nd Sunday of March at 0:00 and ending on the 2nd Saturday of March at 24:00. This clearly breaks every time the 1st of March or October is a Sunday. IMHO, the "spirit of the Law" is to make the changes at 0:00 on the 2nd Sunday of October and March. The problem is that the changes in the rest of the Provinces that did change in 2007/2008, were made according to the Federal Law and Decrees that did so on the 3rd Sunday of October and March. In fact, San Luis actually switched from UTC-4 to UTC-3 last Sunday (October 11th) at 0:00. So I guess a new set of rules, besides "Arg", must be made and the last America/Argentina/San_Luis entries should change to use these... I'm enclosing a patch that does what I say... regretfully, the San Luis timezone must be called "WART/WARST" even when most of the time (like, right now) WARST == ART... that is, since last Sunday, all the country is using UTC-3, but in my patch, San Luis calls it "WARST" and the rest of the country calls it "ART". The patch includes the previous patch from Margarita. Desde el Ministerio de Planificación se anunció que la Argentina hoy, en estas condiciones meteorológicas, no necesita la modificación del huso horario, ya que 2009 nos encuentra con crecimiento en la producción y distribución energética." According to the Nepali Times, there has been a discussion about observing DST in Nepal: "Daylight saving time (DST) has been discussed before in the Nepal Electricity Authority and the Ministry of Environment, but plans have since gathered dust. Pinging the Pakistan question again, the current (2009n) data for Pakistan appears to be incorrect for the date for the end of daylight savings time for this year, 2009n says Rule Pakistan 2009 only - Oct 1 0:00 0 - Should be Rule Pakistan 2009 only - Nov 1 0:00 0 - I've independently received reports that Pakistan is still on Daylight time, but if someone located there could confirm it, that would be good. Samoa earthquake and tsunami- Daylight Saving Bill 2009 ?

First, my deepest condolences to people of Samoa islands and all families and loved ones around the world who lost their lives in the earthquake and tsunami. Considering the recent devastation on Samoa by earthquake and tsunami and that many government offices/ ministers are closed- not sure if "Daylight Saving Bill 2009" will be implemented in next few days- on October 4, 2009.
