Please, note that I did not make changes to others Ukrainian cities besides Kiev because time is the same for all cities and it is Kiev time. Below are updated proposed changes to the time zone package; the summary: asia Palestine suspends DST during Ramadan in 2011; Gaza and Hebron split in 2011, leading to a new Asia/Hebron zone (thanks to Steffen Thorsen and Alexander Krivenshev). (The different end of DST in Gaza and Hebron in 2008 is also reflected.) europe Belarus adopts permanent DST in 2011 (thanks to Yauhen Kharuzhy, Alexander Bokovoy, Alexander Krivenyshev, and Kirill A. Ukraine adopts UTC+3 year-round

While I support any effort to create a "unified" abbreviation designation for the new UTC+3 year-round zone to be observed by Belarus and Ukraine (and perhaps even Kaliningrad), I don't think that using "EEST" year-round is necessarily a good idea, especially for zones which are geographically contiguous to others that will be shifting back to EET in October. The similarities in designation could cause confusion in border regions. Furthermore, continuing to call the time "Summer Time" through the winter doesn't make any sense, especially if we're codifying the new zone as UTC+3+0 (standard offset year-round), rather than UTC+2+1, which it seems we are indeed doing. That said, I don't have any better suggestions for a unified designation off the top of my head. On September 20, 2011 the deputies of the Verkhovna Rada agreed to abolish the transfer clock to winter time. Bill number 8330 of MP from the Party of Regions Oleg Nadoshi got approval from 266 deputies. Here are proposed changes to the time zone package. This set is limited to changes affecting 2011 time stamps, and I'm holding off on changes to Russia pending further information. The executive summary: asia Palestine suspends DST during Ramadan in 2011; Gaza and Hebron split in 2011, leading to a new Asia/Hebron zone (thanks to Steffen Thorsen and Alexander Krivenshev). (The different end of DST in Gaza and Hebron in 2008 is also reflected.) europe Belarus adopts permanent DST in 2011 (thanks to Yauhen Kharuzhy, Alexander Bokovoy, Alexander Krivenyshev, and Kirill A. Shutemov). Given the Belarus change, "Russia" rules changed to reflect end of use in 2010. Also: a comment typo is fixed. northamerica Updated comment on Newfoundland's 2011 change of time of day when DST starts and ends (thanks to Michael Pelley). zone.tab New Asia/Hebron zone (thanks to Alexander Krivenshev). The abbreviation for Belarus is at the moment MINST (MINsk Standard Time). BST (Belarus Standard Time) is a possibility; it is the same as British Summer Time. I'd love to get a report of what's actually in use there (both the name and the abbreviation). Hong Kong problem and BCN timezone(s)

I have found a small problem in the Hong Kong corrections of 2009q. It seems that the Hong Kong government page says that DST was not used in 1977 and 1978, while this is the current tz data: Rule HK 1965 1977 - Apr Sun>=16 3:30 1:00 S Rule HK 1965 1977 - Oct Sun>=16 3:30 0 - Indeed the whole extract of the government web page is still part of the asia file. The file tzdate/europe contains this comment regarding the end of DST in Germany 1944: # Whitman gives 1944 Oct 7; go with Shanks & Pottenger. Rule C-Eur 1944 only - Oct 2 2:00s 0 - I have looked up the Reichsgesetzblatt 1944, p.198 which contains the text of the respective decree. Shanks has the correct date and time. I attach a copy. It is very precise because it deals explicitly with the fact that the hour from 2 am to 3 am occurs twice, when the clock is set back from 3 am to 2 am. It says (my translation from German): For the hour of 2 to 3 in the morning of 2nd October 1944, the first occurrence will be called 2A, 2A 1 minute etc until 2A 59 minutes. The second occurrence will be called 2B, 2B 1 minute etc until 2B 59 minutes.

My own translation of the text is: ---- begin quote Article 1 The legal time fixed by the law of 1911 Mar 9 shall each year, following the practical details as given in articles 2,3 and 4, be advanced by sixty minutes, at 23 hours on each last Saturday of March, until the first Saturday of October at 24 hours. But in the case of an understanding with allied neighbour nations, the goverment can shift the first date to the third Saturday of April, and the second date to the third Saturday of September. --- end quote This law was not modified until 1939-09-26. But in practice it was not followed regarding the begin dates. The government issued a decret each year, where it fixed the dates for the particular year. I searched the 'Bulletin des lois de la République française' which are accessible in in digital form via the Bibliotheque National at http://gallica.bnf.fr up to 1931. As an example, I attach the décret for 1930. I think translation isnot needed. From what I have seen as sources between 1916 and 1938, so far, I can confirm that Henri Le Corre is precise and correct, regarding dates and times of change. I can also confirm the '24 hours' always means the end of the day, if a document states something like 'on date X at 24 hours'. Later versions of the décrets are explicit, like the one attached, by saying 'at twenty four hours in the night from 4th to 5th October'. I think the comment currently in the list of Rules, regarding DSH and 1930, can be removed, as Le Corre has been established as reliable for DST rules during this period up to at least 1938.
