proposed time zone package changes (Belarus, Newfoundland, Palestine)
Here are proposed changes to the time zone package. This set is limited to changes affecting 2011 time stamps, and I'm holding off on changes to Russia pending further information. The executive summary: asia Palestine suspends DST during Ramadan in 2011; Gaza and Hebron split in 2011, leading to a new Asia/Hebron zone (thanks to Steffen Thorsen and Alexander Krivenshev). (The different end of DST in Gaza and Hebron in 2008 is also reflected.) europe Belarus adopts permanent DST in 2011 (thanks to Yauhen Kharuzhy, Alexander Bokovoy, Alexander Krivenyshev, and Kirill A. Shutemov). Given the Belarus change, "Russia" rules changed to reflect end of use in 2010. Also: a comment typo is fixed. northamerica Updated comment on Newfoundland's 2011 change of time of day when DST starts and ends (thanks to Michael Pelley). zone.tab New Asia/Hebron zone (thanks to Alexander Krivenshev). The abbreviation for Belarus is at the moment MINST (MINsk Standard Time). BST (Belarus Standard Time) is a possibility; it is the same as British Summer Time. I'd love to get a report of what's actually in use there (both the name and the abbreviation). I am not convinced that the proposed change adequately reflects the fact that Asia/Gaza and Asia/Hebron _started_ DST on different dates in 2011. Gaza commenced DST on Sat 2nd April, whilst Hebron commenced DST a day earlier, on Fri 1st April (on the same date as Asia/Jerusalem, although at a different time). I don't think this is the correct zone.tab human-readable description for Asia/Hebron -- Hebron is just one city in the zone. The proper description to use is unfortunately politically fraught, but I think the most-common neutral English-language description is "West Bank". (This is the name Wikipedia uses for the region, for instance.) Similarly, the region for Asia/Gaza is more commonly "Gaza Strip" in English, as it is in Wikipedia (Gaza being the largest city in the Gaza Strip). -- Jonathan Lennox lennox@cs.columbia.edu

Ukraine has adopted permanent DST today, September 20th. It means we would actually benefit from keeping EEST for Belarus and Ukraine.
