(31 АВГУСТА 2011) http://www.worldtimezone.com/dst_news/dst_news_russia36.htm writes: "New Russian Time Zones as of August 31, 2011 according to Decree # 725 of the Government of the Russian Federation" but further down notes: "On the composition of the territories that make up each time zone, and the procedure of calculation of time within time zones, and the repeal of certain resolutions of the Government of the Russian Federation", Decree # 725 of the Government of the Russian Federation on 31 August 2011 IIRC 1 September is the day when school re-started after summer vacations in the Soviet Union and maybe Russia still does so.

That's why I proposed NEW Asia/Khandyga containing Bulunsky (parts), Tomponsky, Ust-Maysky which I would change to NEW Asia/Khandyga containing Bulunsky (only New Siberian Islands), Tomponsky, Ust-Maysky But this might be wrong, my assumption of current zone borders was only based on the efele map. This file http://commons.wikimedia.org/wiki/File:CIA_WorldFactBook_Time_Zones.svg in version from March 2011 has the islands in MSK+7, and the rest of Bulunkij in MSK+6 thus supporting Eric's map and my proposal:

Please don't use this map as an authority. My separation of the artic islands from the rest of Bulunskij is actually an artifact of the map I used to get boundaries of districts. In that map, the artic islands are not identified as "belonging" any district; I assigned them to the Asia/Vladivostok zone only because there are directly north of the Ust-Yanskiy district, which is in that zone.
[russian and english wikipedia pages for the subdivisions of Sakha] both use the same map which shows Bulunskij as including the New Siberian Islands.
Incidentally, the French page (http://fr.wikipedia.org/wiki/Subdivisions_de_Sakha) clearly states that the New Siberian islands are a natural preserve, under direct authority of the Sakha republic, and are not part of any district. Eric.

According to him the New Siberian Islands are not part of any administrative nor municipal divisions. They are also regarded as uninhabited. One sees a border change in Wikipedia at: http://commons.wikimedia.org/wiki/File:Bulynsky_ulus_location.PNG So, the claim that the New Siberian Islands are part of Bulunsky is maybe only a Wikipedia fairy tale. I change my proposal from NEW Asia/Khandyga containing Bulunsky (only New Siberian Islands), Tomponsky, Ust-Maysky to NEW Asia/Khandyga Tomponsky, Ust-Maysky Still I miss any laws supporting the old zone set up.
