I have included the text of the statute (URL http://www.assembly.nl.ca/legislation/sr/annualstatutes/2011/1106.chp.htm)  and the official proclamation from THE NEWFOUNDLAND AND LABRADOR GAZETTE. Please update the TZ database to reflect this proclaimed change. Thank you.
