My translation of the cited article: "... the new time zone will come into effect at two o'clock on the first Sunday of February, when we will have to advance the clock one hour from its current time, ... "Federal deputy Lizbeth Gamboa Song stated that a new change for the month of April is not considered as yet, given that only the State will advance to summer time. "Nevertheless, the deputy noted that Summer Time has applied in Mexico since 1996, to which all entities of the federation adhere, advancing their clocks one hour. In addition, she noted that it is yet unknown whether Quintana Roo will participate in a further change, but if so, the authorities will officially publish that fact in due time." My Spanish is not native level, but I think the article makes it clear that the decision about DST for Quintana Roo has not yet been made. US DST Legislation

Greetings, I'm new to the TZ list, but wanted to mention that I've got several venues where I provide pending legislation information relating to Daylight Saving Time and Time Zones in the US. There's a full set of statuses at http://TimeZoneReport.com updated daily, plus Twitter, Facebook, and podcast feeds. In case you haven't heard, an Interesting DST news day yesterday: * Washington state Representative Elizabeth Scott spoke before the House State Government Committee yesterday, and brief discussion on her bill HB 1479 was on the positive side. * Mississippi's SB 2180 for Year-Round DST died in the Senate Rules Committee. * I received a call from the US Department of Transportation Office of the General Counsel, and he provided information which I will summarize on the web site later today. Bottom line: states can opt out of DST, or they can stay with DST as defined in 15 USC 260a - no other option is permitted, such as Year-Round DST; and US DOT is unlikely to approve any state's request to change time zones. * Utah has a NEW bill HB 247 proposing to simply move to Central Time, in sort of a "why ask for permission" move, filed yesterday at 4:55pm. The legislative review note mentions the "high probability that a court will hold that the bill is preempted by federal law and is unconstitutional under the Supremacy Clause". so they know this bill is doomed. * A Missouri Representative has filed House Joint Resolution 38 intending to submit to voters an initiative which "establishes daylight saving time as new standard time", if passed. Sort of a "we're just going to move the clocks forward and call that 'standard time' from now on." With Mississippi dropping out plus the addition of Missouri, there are still nine US States with active DST/TZ legislation pending. The 2015a release of the tz code and data is available. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting future time stamps The Mexican state of Quintana Roo, represented by America/Cancun, will shift from Central Time with DST to Eastern Time without DST on 2015-02-01 at 02:00. (Thanks to Steffen Thorsen and Gwillim Law.) Chile will not change clocks in April or thereafter; its new standard time will be its old daylight saving time. This affects America/Santiago, Pacific/Easter, and Antarctica/Palmer. (Thanks to Juan Correa.) New leap second 2015-06-30 23:59:60 UTC as per IERS Bulletin C 49. (Thanks to Tim Parenti.) Changes affecting past time stamps Iceland observed DST in 1919 and 1921, and its 1939 fallback transition was Oct. 29, not Nov. 29. Remove incorrect data from Shanks about time in Iceland between 1837 and 1908. Some more zones have been turned into links, when they differed from existing zones only for older time stamps. As usual, these changes affect UTC offsets in pre-1970 time stamps only. Their old contents have been moved to the 'backzone' file. The affected zones are: Asia/Aden, Asia/Bahrain, Asia/Kuwait, and Asia/Muscat. Changes affecting code tzalloc now scrubs time zone abbreviations compatibly with the way that tzset always has, by replacing invalid bytes with '_' and by shortening too-long abbreviations. tzselect ports to POSIX awk implementations, no longer mishandles POSIX TZ settings when GNU awk is used, and reports POSIX TZ settings to the user. (Thanks to Stefan Kuhn.) Changes affecting build procedure 'make check' now checks for links to links in the data. One such link (for Africa/Asmera) has been fixed. According to this, Chile will not have a time change at all in 2015 (or beyond): http://www.gob.cl/2015/01/28/ministerio-de-energia-da-conocer-modificacione… The title translates as "Time change (Daylight Savings Time change) is suspended indefinitely". From the article continental Chile will stay at 3 hours West of GMT (GMT-3), and the islands will stay at 5 hours West (GMT-5). However, the IERS file is copyrighted. That is why the tz database reproduces the NIST file (the NIST file is public domain). Other distributors of the IERS file might want to keep this in mind. Amusingly enough, the NIST file's expiration date disagrees with the IERS's. As a practical matter the NIST's date is more conservative and is a better choice for applications like tz and tzdist and this is another argument for using the NIST file. Perhaps someday the IERS will address these two concerns.

Good day My name is Naveed and I have some query regarding the TZ database, is it possible to query the timezone database maintained by IANA or any other possible solution to have a local copy of the same at our own premises, we have to integrate with our in-house application with timezone information. All, I'm wondering why the US rule for Sep 30, 1945 uses an explicit date rather than lastSun, where it would dovetail nicely into the existing rules for America/New_York, Chicago, Indiana/Indianapolis (and maybe others) which cover 1946-1954. The only reason that I care is because when converting the TZ data into iCalendar VTIMEZONEs with vzic, the dst->std transition for 1945 doesn't get coalesced into the recurrence rule for 1946-1954. I won't bother going into the reason for how/why vzic isn't able to coalesce these, but I'm pretty sure that it would take a non-trivial amount of work/logic/code to fix it. -- Kenneth Murchison Principal Systems Software Engineer Carnegie Mellon University

time zone 1948

Hi, I was born in the Naval Hospital at Quantico Marine Base in August of 1948. I would like to know if the base was using DST or EST during that time period. Any advice you can give me as to how I can find this information would be greatly appreciated. Thanks, Susan Nichols
