That isn't legally possible. The state can choose whether it wants DST, but the alternative is standard time all year round. They can petition USDOT to move the eastern part of the state from Central to Mountain Time, but that's by no means a slam-dunk, particularly if neighboring states don't choose to go along. -GAWollman
Even if it were legal, it still wouldn't make much sense. If such a measure were to be applied to eastern South Dakota, it would put them on UTC–5 — in line with the east coast in the winter, despite being several states away. State by state consideration of the topic is madness. The only thing that would make sense is for the US, Canada and Mexico to jointly agree to drop DST altogether. Hopefully that would lead nations on other continents to follow. Regards, Steve Jones []
