Greetings all, West Samoan local time (Pacific/Apia) is currently GMT +14. The current 2012f tzcode sets the time to GMT +13 (no DST applied). I found this discussion recently: http://mm.icann.org/pipermail/tz/2012-September/018278.html It appears this patch or similar was never applied? This need to be resolved ASAP. The Palestinian News & Info Agency reported on 2012-09-19 that "The three papers also said that the Palestinian government decided in its cabinet meeting on Tuesday to start winter time as of 1:00 a.m. Friday morning by turning the clock back one hour." http://english.wafa.ps/index.php?action=detail&id=20705 There are a few other sources for the same - so, West Bank is at least back on standard time, and not having found any articles stating that Gaza is having a different date, I would assume Gaza did change the clocks too. Here we are go again. Russia plans to move back from "permanent summer time" (now many areas have its time 2 hours ahead of the mean solar time) to "permanent winter time". As we mentioned in the past: Russia may move its clocks back one or two hours. The emergence of antigenic drift is due to the fact that the enzyme, which doubles the viral RNA in the process of creating new viruses, no function of protection against errors that occur during the synthesis. These errors and lead to a mutation of the pathogen. The very same process of antigenic drift leads to a gradual change in the structure of the influenza virus, which causes it to partial or complete neuznavaniyu human immune system. It is for this reason there is a need systematically change the antigens included in the flu vaccine. Antigenic shifts - are the most significant changes in the antigenic composition of the virus. Promotes emergence antegennyh shifts that influenza can affect not only human cells, but also of animals: pigs, horses, birds, etc. In cases where the body there is more than one species of the virus, is the exchange of entire genes between viruses, thereby producing new strains of influenza, which in most cases are more aggressive than the original ones. My (unpatched) Windows 7 machine extends the 2010 rule [Fourth Sunday October to Last Sunday March] on to infinity. They have published at least two updates since then that I've been able to find that tweak the rules, and I haven't verified firsthand but have no particular reason to doubt they similarly extend the then-latest rules [Fourth Sunday January to First Sunday March, based on update description text] indefinitely, and expect to publish further hotfixes. -- Random832

I know this is a controversial topic, but I've been asked to submit this, and have decided to do so for a few reasons: * We'll stop getting questions of why Beijing Time is not included. * People that want to ship their own modified version of tzdata can take this patch. * The common proposed fix is that we should be using "human presentable" names and have a mapping from these names to the actual timezones. Since that proposal, indeed since the inception of desktop Linux/Unix, no one (as far as I know) has actually done this, leading to continued confusion from users. * I've seen it argued that we have to keep the the database pristine, yet the bar for entry does not actually seem that high. For example, we have a link from the Vatican to Rome, even though it should be pretty obvious that they're the same time zone. And we have a Link for people that can't seem to figure out if Nicosia is in Europe or Asia. * This really does seem to confuse users. "Eastern Time" includes both Washington, D.C. and New York City. The justification is that we never added Washington to the list, so we shouldn't add Beijing. But this is really not a fair comparison. It's called "Beijing Time". I'm sure if ET was called "Washington Time", it would at least give me pause to select New York time, even though I'm a New Yorker. No one gets confused that they have to pick New York, or Madrid instead of Barcelona, so that argument doesn't hold water.

IIRC, given the history of time and calendars, it makes sense to have a separate time zone for the Vatican, even though it is currently the same :) Cultural enclaves often observe their own rules regarding time zones, as evidenced by several Native American entities in the US (Navajo, Hopi within Navajo, and Metlakatla come to mind). There has always been an issue with having identifiers named by cities only. Some of the US identifiers are not familiar to many people, even when they are within their own state. IMO, a separate table, containing links from at least the commercial capital of each country to its time zone, would seem to be the best solution. Specific support for a local version of the table (that would be preserved across updates) would be good, too. Android (bionic) tzcode changes

i've been maintaining Android's copy of the tzdata for several years now and have more recently inherited maintenance of Android's C library, bionic. i was looking at automating updates of tzcode (which hasn't been tracking upstream at all) but noticed that we have several extensions that i can't see upstream (in tzcode2012e): 1. Android concatenates all the data files into one big file that's indexed by a separate .idx file. the idea being that you binary search the index (by Olson id) to find the offset into the data of that zone's data. 2. Android implements the glibc strftime extensions (search for "an optional flag" in http://www.gnu.org/software/libc/manual/html_node/Formatting-Calendar-Time.… ). 3. Android implements strptime ( http://pubs.opengroup.org/onlinepubs/007904975/functions/strptime.html) including the glibc extensions. i might have to clean some of these up, but i was curious whether upstream would at least in theory be interested in any of this? i can see 1 being least interesting, so i might just have to factor our changes there out into other files as best i can. but 2 and 3 sound like they'd be of general interest? (also feel free to add Android to the web page's list of systems that rely on the tz database.) --elliott

Detecting a new release

This might have been talked about recently, but I don't remember any resolution. I have a script which polls the IANA Website daily to detect if there has been any update. It parses the html to find the latest version and then checks to see if the version has changed since the last time. This solution is fragile and could easily be broken if the layout of the Website changes. I don't see any way of detecting the version from the ftp or rsync sites as the "real" filename which contains the version has been replaced with a link tzdata-latest.tar.gz. It would be better if a version file was added to the ftp and rsync sites which contained the version identifier of the release. One of my users reported that the first time timegm() is called, it returns -1. Investigating, it seems that there's a problem with the gmtptr state. I haven't tested, but I suspect that timeoff will have the same problem since it also invokes time1(..,gmtsub,..) without first ensuring the gmt context is loaded. Doug
