Russia plans to turn it's clocks back one hour to "permanent winter time".

Here we are go again. Russia plans to move back from "permanent summer time" (now many areas have its time 2 hours ahead of the mean solar time) to "permanent winter time". As we mentioned in the past: Russia may move its clocks back one or two hours.
