The table in the announcement at http://www.mcil.gov.ws/mcil_publications.html also has dates and times for the 2013-2014 DST period: DST starts 2013-09-29 03:00 (->04:00); DST ends 2014-04-06 04:00 (->03:00). I note that that also includes Summer Time dates for the summer of 2013/4 which look as if they may be following the pattern of summer time (daylight savings) running from the last Sunday in September to the first Sunday in April - so I am going to assume that for years even further into the future in the patch I am submitting below for consideration.

Actually, it applies to every instance of Summer Time (that we know about) for Western Samoa, they've always selected the Last Sun in Sep tp the first in April (no deviations at all) - they appear to just be resisting committing to that for the future (even as much as any political decision about the future is ever a real committment). (Of course, "always" means "since Sep 2010" so this isn't quite as compelling as it sounds...) It only looks confused in the rules because of the missing day near the end of 2011 when they jumped the date line.
