Recent conversions of zones to aliases

Just to note my continued unhappiness with the conversions of zones to aliases. The recent change to map Harare to Maputo broke a test in Joda-Time (the most widely used 3rd party library in Java for date/time, probably used by millions of developers). This means that the many users of Joda-Time will get errors when they try to recompile the latest jar file, a process that has worked fine for years. In order to make the test pass I now have to special case to say that either Harare or Maputo is a valid value. This issue occurs because Joda-Time normalises all aliases to the actual zone as per TZDB data. Thus a request for DateTimeZone zone = DateTimeZone.forID("Africa/Harare"); which use to return a zone with the ID "Africa/Harare" now returns "Africa/Maputo". This means that users can no longer get a zone that represents their country for half of Africa and the Carribean. I cannot stress enough that these utterly unecessary changes have and will continue to cause observable differences in end-user applications. I remain firmly of the opinion that there should be at least one actual Zone entry for each ISO defined territory/country, and that these recent changes should not be described as minor tidying. The 2014j release of the tz code and data is available. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting current and future time stamps Turks & Caicos' switch from US eastern time to UTC-4 year-round did not occur on 2014-11-02 at 02:00. It's currently scheduled for 2015-11-01 at 02:00. (Thanks to Chris Walton.) Changes affecting past time stamps Many pre-1989 time stamps have been corrected for Asia/Seoul and Asia/Pyongyang, based on sources for the Korean-language Wikipedia entry for time in Korea. (Thanks to Sanghyuk Jung.) Also, no longer guess that Pyongyang mimicked Seoul time after World War II, as this is politically implausible. Some more zones have been turned into links, when they differed from existing zones only for older time stamps. As usual, these changes affect UTC offsets in pre-1970 time stamps only. Their old contents have been moved to the 'backzone' file. The affected zones are: Africa/Addis_Ababa, Africa/Asmara, Africa/Dar_es_Salaam, Africa/Djibouti, Africa/Kampala, Africa/Mogadishu, Indian/Antananarivo, Indian/Comoro, and Indian/Mayotte. Changes affecting commentary The commentary is less enthusiastic about Shanks as a source, and is more careful to distinguish UT from UTC. Changes affecting past time stamps Time in Russia or the USSR before 1926 or so has been corrected by a few seconds in the following zones: Asia/Irkutsk, Asia/Krasnoyarsk, Asia/Omsk, Asia/Samarkand, Asia/Tbilisi, Asia/Vladivostok, Asia/Yakutsk, Europe/Riga, Europe/Samara. For Asia/Yekaterinburg the correction is a few minutes. (Thanks to Vladimir Karpinsky.) The Portuguese decree of 1911-05-26 took effect on 1912-01-01. This affects 1911 time stamps in Africa/Bissau, Africa/Luanda, Atlantic/Azores, and Atlantic/Madeira. Also, Lisbon's pre-1912 GMT offset was -0:36:45 (rounded from -0:36:44.68), not -0:36:32. If HAVE_STRFTIME_L is defined to 1, the tz library now defines strftime_l for compatibility with recent versions of POSIX. Only the C locale is supported, though. HAVE_STRFTIME_L defaults to 1 on recent POSIX versions, and to 0 otherwise. tzselect -c now uses a hybrid distance measure that works better in Africa. When HAVE_UTMPX_H is set the 'date' command now builds on systems whose <utmpx.h> file does not define WTMPX_FILE, and when setting the date it updates the wtmpx file if _PATH_WTMPX is defined. This affects GNU/Linux and similar systems. For easier maintenance later, some C code has been simplified, some lint has been removed, and the code has been tweaked so that plain 'make' is more likely to work. America/Grand_Turk (Turks and Caicos)

I am suspicious that the current time zone rules for Turks and Caicos may be wrong. In August of this year, the TCI Government did make plans to be on "permanent daylight saving time". This would have meant that the clocks should not have changed Nov 2/2014. Russian time zone rules change

My apologies if this is not the correct way to notify this change [please let me know what I should have done]. In 2010 President Medvedev passed an act to introduce permanent Summer Time in Russia, effective March 2011 [according to the normal DST switching rules]. In 2014 this act was repealed, so that the normal DST switch back to standard time occurred on the last Sunday in October 2014. The new act eliminates future DST switching. The new act applies to all Russian time zones. This means that Moscow Time is now fixed at 3 hours ahead of UTC. I looked on iana.org and the last released version of tzdata is tzdata2014i but it still contains the Medvedev act rules and not the state of affairs since Oct 26, 2014. Thanks Carl

These pages include part of the initial attempt to "coordinate" radio broadcasts between the US NBS station WWV and the UK NPL station MSF. They include time offset plots for various observatories for the entire year of 1960, and a couple of pages of the radio broadcast offsets for the end of the year. Also note that these data were not published until as much as a year after the measurements, and only then could one know what time it should have been. >From the turn of the 20th century it was agreed that everyone would use the same the technical basis for determining civil time, but the quality of time available in any particular place depended on available resources and training, so the implementation was imperfect. In many countries the observatory time was the legal time, and the broadcast time signals were, practically, the official time. Plowing through these historic records of time offsets only makes sense for projects such as re-reducing occultation data. The tz database has always eschewed sub-second offsets. time zone for Moscow time

Hello, I'm not sure who to send this to, but a quick check on the internet indicates you're the ones --- I use a browser plugin (FoxClocks) which pulls information from the tz database, which I believe you keep. I noticed that Moscow time has not changed. Over a week ago, all of Russia went to 'winter time', falling back an hour, and has said that it will never go to summer time again. It appears that this change has not been entered into the database. Thank you for the effort to keep track of all this. All the best - Mike Cantrell

[Patch] Make it slightly easier to parse tzdata

Hi there, Right now I am experimenting with trying to integrate the tzdata dataset into an embedded setup where I am not able to use zic(8) + /usr/share/zoneinfo. To summarize, my plan is to translate the entire tzdata into a set of C array/structure initializers (~50 KB for all timezones) and perform operations on those structures directly. While writing a Python script to translate the data, I noticed that there is a very small number of directives that would require quite a lot of additional code to parse properly. For example, "lastSun" makes a lot of sense as a special keyword in "Rule" directives, but it provides no functional gain in "Zone" directives. The same holds for the use of the "Dec 29 24:00" time used in Samoa's timezone. We should be able to use "Dec 30" instead, right? Anyway, I've attached a patch that should make it slightly easier to parse the tzdata files by removing these constructs. Yesterday, President Nicolas Maduro ordered his vice president to review Venezuela's 2007 change from UTC-04:00 to UTC-04:30. Hugo Chavez, the previous president who ordered the change, argued that UTC-04:00 gave more light to poor children who walk to school before dawn through sometimes-dangerous streets. Maduro says he prefers later sunsets. For what it's worth, local mean time in Caracas is UTC-04:28. According to our (admittedly unreliable) records, Venezuela observed UTC-04:30 from 1912 through 1965, and observed UTC-04:00 from 1965 to 2007. My source: Reuters. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting future time stamps Pacific/Fiji will observe DST from 2014-11-02 02:00 to 2015-01-18 03:00. A new Zone Pacific/Bougainville, for the part of Papua New Guinea that plans to switch from UTC+10 to UTC+11 on 2014-12-28 at 02:00. (Thanks to Kiley Walbom for the heads-up.) Changes affecting time zone abbreviations Since Belarus is not changing its clocks even though Moscow is, the time zone abbreviation in Europe/Minsk is changing from FET to its more-traditional value MSK on 2014-10-26 at 01:00. If USG_COMPAT is defined and the requested time stamp is standard time, the tz library's localtime and mktime functions now set the extern variable timezone to a value appropriate for that time stamp; and similarly for ALTZONE, daylight saving time, and the altzone variable. This change is a companion to the tzname change in 2014h, and is designed to make timezone and altzone more compatible with tzname. The tz library's functions now set errno to EOVERFLOW if they fail because the result cannot be represented. ctime and ctime_r now return NULL and set errno when a time stamp is out of range, rather than having undefined behavior. Hello IANA team, This is Mengzhe Hu from Juniper Networks Advanced TAC. Here we are importing the IANA Time Zone Database to Junos referring to the two pages below: Juniper page:http://www.juniper.net/documentation/en_US/junos13.3/topics/task/confi… IANA page: http://www.iana.org/time-zones But from the latest tzdata-latest.tar.gz<ftp://ftp.iana.org/tz/tzdata-latest.tar.gz> , we can't find the corresponding change reflecting the Moscow, Russia government time zone change. Please refer to the following page: http://www.timeanddate.com/time/change/russia/moscow We have done the following tests using your latest database: First I compiled new tzdata downloaded from iana.org and added use-imported-time-zones command in configuration. After i run my test.
