Venezuela may move back to UTC-4

Yesterday, President Nicolas Maduro ordered his vice president to review Venezuela's 2007 change from UTC-04:00 to UTC-04:30. Hugo Chavez, the previous president who ordered the change, argued that UTC-04:00 gave more light to poor children who walk to school before dawn through sometimes-dangerous streets. Maduro says he prefers later sunsets. For what it's worth, local mean time in Caracas is UTC-04:28. According to our (admittedly unreliable) records, Venezuela observed UTC-04:30 from 1912 through 1965, and observed UTC-04:00 from 1965 to 2007. My source: Reuters.
