[PATCH] * asia (Asia/Seoul) correct DST.

Hello, I would like to correct DST of Asia/Seoul in the tz. According to the Korean Wikipedia ( http://ko.wikipedia.org/wiki/%ED%95%9C%EA%B5%AD_%ED%91%9C%EC%A4%80%EC%8B%9C) , DST in Republic of Korean was as follows. 1948.06.01. 00:00 ~ 1948.09.13. 00:001949.04.03. 00:00 ~ 1949.09.11. 00:001950.04.01. 00:00 ~ 1950.09.10. 00:001951.05.06. 00:00 ~ 1951.09.09. 00:001955.05.05. 00:00 ~ 1955.09.09. 00:001956.05.20. 00:00 ~ 1956.09.30. 00:001957.05.05. 00:00 ~ 1957.09.22. 00:001958.05.04. 00:00 ~ 1958.09.21. 00:001959.05.03. 00:00 ~ 1959.09.20. 00:001960.05.01. 00:00 ~ 1960.09.18. 00:001987.05.10. 02:00 ~ 1987.10.11. 03:001988.05.08. 02:00 ~ 1988.10.09. 03:00 It almostly corresponds with the exsiting comments in 'asia' file. # From Annie I. For example, the article in 1948(Korean Language) proved that DST started at June 1 in that year. For another example, the article in 1988 said that DST started at 2:00 AM in that year. I tried to find simple rules to define DST, like 'SUN=>1', but cannot make it except 1957-1960. You can find the information in detail in the attached file. Thank you. Thank you. I noticed a minor error in the proposed rules, namely "Sep Sun>=20" should be "Sun Sep>=18" for 1960-09-18 to work. More important, the Wikipedia data for times before 1961 disagree with the tz database, which suggests that more corrections are needed. While we're in the neighborhood, it's completely implausible that Pyongyang faithfully mimicked Seoul time during and after the Korean war (which is what Shanks says), so let's remove that obviously-bogus guess. Attached is a proposed patch that tries to capture all this. Unfortunately I am puzzled by the Wikipedia text "1910년 4월: 동경 135° UTC+9:로 변경." This cites "여적 표준시 변경, 경향신문, 2000-08-14", a source that I cannot easily read. If Korea switched to UT+9 in April 1910, then why is there a later entry for 1912 that says "동경 135° UTC+9로 변경. 조선총독부 관보 제367 호(고시 제338호)"? That is, if Korea switched to UT+9 in 1910 why did they also switch to UT+9 in 1912? If you could clarify this point I would appreciate it. Thank you again.

Hi, There is a link to an article (in Korean language) in 1988. Does this article or any other articles give any hints as to whether DST was observed in North Korea in 1987 and/or 1988? The history of DST in South Korea is now much clearer, and perhaps there are some hints or suggestions in some of these articles regarding DST in North Korea since WW II.
