Daylight saving goes into effect at 3:00am instead of 2:00am. Below I have attached simple test case. This is the output of the test I ran on both Mac(10.2.8) and PalmSim bash-2.05a$ TZ="Europe/Paris" ./a.out when = 0x3f9b0e44 is_dst = 1 zone = CEST Sun Oct 26 01:59:00 2003 when = 0x3f9b0e80 is_dst = 1 zone = CEST Sun Oct 26 02:00:00 2003 when = 0x3f9b11c8 is_dst = 1 zone = CEST Sun Oct 26 02:14:00 2003 when = 0x3f9b2014 is_dst = 0 zone = CET Sun Oct 26 02:15:00 2003 You will notice that the difference between 02:14:00 and 02:15:00 is 3660 which is 61 minutes. If you set the device to 2:14 and wait 46 minutes it will change the time back to 02:00. There should be no difference in setting the time to 02:00, 02:14, or 02:15 since anytime after 02:00 should fall outside of Daylight Saving Time on this date. Thanks, --jason

Dear list, First of all, I would like to apologize for the confusion I might have caused with my previous emails. The corrections for the brazilian rules and zones I sent where already included in tzdata. I hope this haven't created any problems. Now I send another set of corrections for the brazilian tz data. I have just finished a full review of its rules and zoneinfo from the decrees list at the Brazilian National Observatory (main source of time info in Brazil, the same source already used by previous authors) with the following problems identified and corrected: 1. The effects of decrees 52700 (1963-10-18) and 53071 (1963-12-03) weren't correctly represented by the data as what they really have done was to make a set of states start DST at 1963-10-23 00:00 and the rest of the country to start DST at 1963-12-09 00:00. Fix: change the rule and all affected zones (almost all of them). Also had to create a new Brasilia zone to acomodate the diferences between Sao_Paulo zone and Goias (GO), Distrito Federal (DF), Parana (PR), Santa Catarina (SC), Rio Grande do Sul (RS). 2. The starting time of DST for 1966 was wrong as the 57843 decree stablishes that DST shall begin at 1966-03-01 01:00 and on 1st of March 00:00 from 1967 and on. Fix: new rule for DST start at 1966. 3. Decree 1252 (1994-09-22) defines that the previous states minus AM _AND_ MT states would have DST during 1994/1995 summer. The author of the previous comment probably relied on the Brazilian National Observatory resume of the decree - which is wrong - and not on the actual decree itself (also available at the Brazilian National Observatory site). Fix: America/Cuiaba zone fix. 4. Fernando de Noronha island had wrong timezone info as it should include all DSTs for the Pernambuco state after 1988 as Fernando de Noronha island became part of the Pernambuco state after the brazilian contitution of 1988. If someone has any doubt about it, please check decree 96676 (pre 1988) which clearly includes Pernambuco state, Fernando de Noronha and Atlantic islands. Compare with decree 98077 (pos 1988) which clearly includes Pernambuco state and Atlantic islands (doesn't mention Fernando de Noronha because it already mentioned Pernambuco). Fix: Include all DSTs for Pernambuco after 1988 and create new zone Atol_das_Rocas for the atlantic islands. Maybe this new zone should be called Brazilian_Atlantic_Islands? Too long? 5. America/Sao_Paulo zone had a DST during the whole 1964. I can't see where it came from. There is no decree mentioning it. Fix: Remove it spurious zone info. The patch I am including here is based on the data available at ftp://elsie.nci.nih.gov/pub/ dated 10/06/2003 01:41:00 PM. Time in Jersey

A while back, Geraint Jennings <http://www.societe-jersiaise.org/geraint/jerriais> sent me some additional information about time in Jersey, with a reference to www.jerseylegalinfo.je for laws including the 1898 law adopting GMT. I've now got round to updating my site <http://www.srcf.ucam.org/~jsm28/british-time/> accordingly. He also sent the following newspaper article he wrote about the adoption of GMT in Jersey (published at the end of October so I can now send it to this list). As I doubt many people on this list read J�rriais at all, I'm only including the English translation, "intended as a crib to enable English-speakers to read the original so it's a bit clunky and literal". ====================================================================== Jersey Time Do you like the change of time? Putting back the clocks in Autumn, we're used to that at least, but in 1862 there there were lots of townsfolk who were very angry with the putting forward of the time. The thing is, in the month of May 1862 it was decided to put the new clock in the steeple of the Parish Church of St. Helier on Greenwich time, instead of Jersey time, seeing as the captains of the steamships which travelled according to the timetables of English companies had asked for that arrangement. But that's what didn't please Jersey pilots and seamen. The fourth of June therefore, a hundred and sixteen Principals of the Parish called a Parish Assembly so as to put back the clock to Jersey time - why do such nonsense to please the English? And what's more, an election for Churchwarden had been annulled because the nominations had been posted in the official notice box at three minutes past eleven - by the Church clock - but at five to eleven by Jersey time. The nominations should have been placed in the box after eleven o'clock - but the question was: which eleven o'clock? The Assembly decided that one must ignore foreign time, and on the fifth of June therefore the clock began to show Jersey time. It wasn't until 1898 that the States passed a law to adopt Greenwich mean time in Jersey, which became the official time at around 4pm on the 11th June. What do you think? Would you like to go back to Jersey time, with a difference of eight minutes and twenty-seven seconds with the UK? Alas, it's no longer our Parishes which are in charge of the time! The "TZ" distibution is targeted towards POSIX-compliant hosts, including BSD, HP, Linux, Network Appliance, SCO, SGI, and Sun. Some non-Unix and even non-C developers would like to use the timezone data, but they cannot find nor read the documentation. The main documentation can be found in the file "Theory" in the tzcode folder. This is an unformatted text-only file. The file "zic.8" in the tzcode folder documents the format used in the tz database files. But, not everyone can read or convert groff/troff formatted files like "zic.8". I know, it's hard to believe, but it's a recurring problem. Therefore and once again, I converted the latest version of the zic.8 file to html. Please find it attached to this email. This point was discussed earlier on April 19 & 20, 2000 and April 7, 2002. Gaza bomb time

Recently there was an incident in the Gaza Strip, where 3 american soldiers were killed. This might or might not interest you, but it so happens that an article about the incident casts doubt on when the Gaza Strip leaves Daylight Saving. As far as I can tell we haven't received any new information about DST in Occupied Palestinian Territory since 1999. Time zone boundaries for multizone countries

How many details should a time zone application give? It is sometimes difficult to find out in which time zone a certain city is situated. The TZ database files give good clues. If in any doubt, one has to find out the geographic coordinates and look on a map to find out in which zone these coordinates are situated. Some time zone servers and applications give somewhere between 50 and 10000 well known place names, but on this world there are at least 6 million locations with a name - 2 million in the US <http://geonames.usgs.gov/>, 4 million in the rest of the world <http://164.214.2.59/gns/html/index.html> (NIMA GEOnet). I produced a web page with a bit more detailed information about the provinces, regions, oblasty, aimags, island groups, counties and the like of countries with more than 1 time zone. Some countries were omitted because the TZ datafiles are specific enough. <http://home-4.tiscali.nl/~t876506/Multizones.html> Details: * USA: all states are mentioned, with a complete county list of states, divided by a time zone boundary. * Canada: only a bit more detailed than the TZ northamerica file; note the longitudes mentioned for Nunavut, Québec and Ontario. * Mexico: complete list of all provinces. Names with diacritics. * Brazil. No more details than TZ southamerica file, but names with diacritics. * Russia: no more details than TZ europe file, but better transliterations of the regions in the Sakha republic. * Kazakhstan: complete list of all provinces with the old Russian names and the new Kazakh names. * Mongolia: complete list of all provinces, including names with diacritics. * Australia: no more details than TZ australasia file. * Indonesia: listing with many regions and islands. * Kiribati, Federated States of Micronesia: listings with many islands and some places. * Greenland: no more details than TZ europe file. Brazil zoneinfo corrections.

Dear list, First of all, I would like to apologize for the confusion I might have caused with my previous emails. The corrections for the brazilian rules and zones I sent where already included in tzdata. I hope this haven't created any problems. Now I send another set of corrections for the brazilian tz data. I have just finished a full review of its rules and zoneinfo from the decrees list at the Brazilian National Observatory (main source of time info in Brazil, the same source already used by previous authors) with the following problems identified and corrected: 1. The effects of decrees 52700 (1963-10-18) and 53071 (1963-12-03) weren't correctly represented by the data as what they really have done was to make a set of states start DST at 1963-10-23 00:00 and the rest of the country to start DST at 1963-12-09 00:00. Fix: change the rule and all affected zones (almost all of them). Also had to create a new Brasilia zone to acomodate the diferences between Sao_Paulo zone and Goias (GO), Distrito Federal (DF), Parana (PR), Santa Catarina (SC), Rio Grande do Sul (RS). 2. The starting time of DST for 1966 was wrong as the 57843 decree stablishes that DST shall begin at 1966-03-01 01:00 and on 1st of March 00:00 from 1967 and on. Fix: new rule for DST start at 1966. 3. Decree 1252 (1994-09-22) defines that the previous states minus AM _AND_ MT states would have DST during 1994/1995 summer. The author of the previous comment probably relied on the Brazilian National Observatory resume of the decree - which is wrong - and not on the actual decree itself (also available at the Brazilian National Observatory site). Fix: America/Cuiaba zone fix. 4. Fernando de Noronha island had wrong timezone info as it should include all DSTs for the Pernambuco state after 1988 as Fernando de Noronha island became part of the Pernambuco state after the brazilian contitution of 1988. If someone has any doubt about it, please check decree 96676 (pre 1988) which clearly includes Pernambuco state, Fernando de Noronha and Atlantic islands. Compare with decree 98077 (pos 1988) which clearly includes Pernambuco state and Atlantic islands (doesn't mention Fernando de Noronha because it already mentioned Pernambuco). Fix: Include all DSTs for Pernambuco after 1988 and create new zone Atol_das_Rocas for the atlantic islands. Maybe this new zone should be called Brazilian_Atlantic_Islands? Too long? 5. America/Sao_Paulo zone had a DST during the whole 1964. I can't see where it came from. There is no decree mentioning it. Fix: Remove it spurious zone info. The patch I am including here is based on the data available at ftp://elsie.nci.nih.gov/pub/ dated 10/06/2003 01:41:00 PM. Dear Sir, I am sending here a patch to the southamerica zoneinfo file regarding the last brazilian decree on the subject - 4844 - from 2003-09-24 which deals with the 2003/2004 summer period. Two new zones had to be created because of different states having summer time in Brazil in this period: America/Salvador and America/Campo_Grande. Please include it in your data. Hi, I have noticed that I have not received any email update about TZ changes for a while but have not paid much attention until I ran into a problem with Brazilian time zone changes for 2002 and 2003. After looking at the web for sometime I realize that the archive might have gone forever. The TZ archive has been very valuable to my work, I want to thank all the people who were diligently keeping the archive up to date.
