In the New Zealand part of the australasia file is the note "Since 1957 Chatham has been 45 minutes ahead of NZ, but there's no convenient notation for this so we must duplicate the Rule lines." However, the Chatham Islands and the mainland always change their clocks at the same time, and there is a convenient notation for the time: 14:00u.

Morocco

I noticed that the africa file shows that Morocco will be switching to Summer Time early on 30th October 2038 and switching back to standard time 24 hours later. I thought that might be an oversight because it's hard to believe.

The 2014d release of the tz code and data is available. No substantive changes were made to the tz data, just to the code and documentation. This release reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting code zic no longer generates files containing time stamps well before the Big Bang. This works around GNOME bug 730332 <https://bugzilla.gnome.org/show_bug.cgi?id=730332>. (Thanks to Leonardo Chiquitto for reporting the bug, and to Arthur David Olson and James Cloos for suggesting improvements to the fix.) Changes affecting documentation tz-link.htm now mentions GNOME. tzcode-2014c breaks applications that use the binary tz files

Hi, After updating to 2014c, we've received a couple of reports of applications that started to misbehave (show wrong times). One example is the clock applet from Gnome3 (the one in the panel) which, on my machine, shows the time with a -7 minutes offset. Politics of TZ changes

The recent changes in Egypt have me thinking. How is it that there isn't some sort of international treaty, law, or agreement about how much notice a government needs to give when making time zone changes? I know almost nothing about international law, but aren't there organizations that coordinate things like trade and commerce that would have something to say about this? It's seems strange to me that we can all agree to let the ITU coordinate UTC while time zones don't seem to be coordinated by any official legal body. Of course, it makes sense that each government should retain its sovereign right to set its time zones as it pleases - but surely something could be done about the process as to which it enacts those changes? I think we can all agree that having a spokesperson give vague details in a media article a week beforehand is not the right way to do things. It's also concerning that people tend to set deadlines based on the date of the change. Not only should time be allowed for the change to be incorporated into the data and distributed to systems, but also people should think about all of the ways that future activities are scheduled based on current knowledge of the tz rules. For example, say you have a weekly scheduled conference call between Egypt and somewhere else in the world. At the moment the Egyptian government announced the change, some of your meeting times became inaccurate. With the change sent out today (2 days before the change), it's not very likely you would receive this update in time to adjust your meeting time. But even if you did get the update, it's quite likely that you would have to reschedule due to conflict with another appointment. For some, this might be an inconvenience. But for others, it could make or break a deal. Cumulatively this could have an economic impact, so one would think it would be in a countries own best interest to give sufficient notice. Perhaps if there were a set of rules, they might be unenforceable and some cases would still slip through the cracks. But at least if there were guidelines defined by some sort of official international governance - we might have a fighting chance. Please share your thoughts and opinions on this topic. What would these rules/guidelines look like? Who might we lobby to enact such a thing?

Propagation latency to end user for 2014c tzdata

In what must be a speed record for my personal desktop, the 2014c release of tzdata was installed at 22:13:49 UTC yesterday, which is only 25780 seconds (roughly 7 hours 10 minutes) after the announcement was sent to tz-announce at 15:05:51 UTC. I got this entirely through the normal channels by doing the software updates I normally do from my supplier Canonical; the desktop runs Ubuntu 14.04 LTS, the current long term stable release. If I understand the process correctly, Debian had the patch prepared by 17:05:45 UTC yesterday, 7296 seconds (roughly 2 hours 3 minutes) after the announcement, and Ubuntu followed suit by 17:53:46 UTC yesterday, 10177 seconds (roughly 2 hours 50 minutes) after the announcement, though I don't know when the prepared patches were actually published. If only our cell phones and servers were updated so quickly!

The start and end dates of Ramadan are unpredictable only within one day. If the sole religious consideration is to ensure that standard time prevails for the entire month of Ramadan, that can be met by extending the period of standard time so that it encompasses all of the possible duration of Ramadan. The practical consideration of having the time change occur during a weekend could then be met as well. The hitch, of course, is getting the governments concerned to see the value of this expedient. It reflects the following changes, which were either circulated on the tz mailing list or are relatively minor technical or administrative changes: Changes affecting near-future time stamps Egypt observes DST starting 2014-05-15 at 24:00. (Thanks to Ahmad El-Dardiry and Gunther Vermier.) Details have not been announced, except that DST will not be observed during Ramadan. Guess that DST will stop during the same Ramadan dates as Morocco, and that Egypt's future spring and fall transitions will be the same as 2010 when it last observed DST, namely April's last Friday at 00:00 to September's last Thursday at 23:00 standard time. Also, guess that Ramadan transitions will be at 00:00 standard time. Changes affecting code zic now generates transitions for minimum time values, eliminating guesswork when handling low-valued time stamps. (Thanks to Arthur David Olson.) Port to Cygwin sans glibc. Troll rule parsing issue

Hi, First, we don't use zic; we use our own .NET tzinfo parser. I would expect zic doesn't have the problem we've encountered. The most recent change of the Antarctica file (2014-03-21, commit 6285081) introduced three leading spaces before the three leading tab characters at line 267 (second line of the Antarctica/Troll zone definition). Because of the data before the first tab character, our system has an off-by-one error parsing the rest of the line, and doesn't recognize it as a zone definition line. What is the rule regarding continuation lines on zone definitions? We split lines into arrays by tab, which fails in this case where there are leading spaces before the first tab. Since this works in all other cases, is this an error in the data? Or should we follow a different semantic rule? Thanks. David Braverman Chicago

A possibility mentioned last year at the time of the Macquarie fix: here's a more general fix for zic.c. For clarity, it comes in two pieces. This first piece simply rolls back the Macquarie-specific changes to zic.c; it's both attached and appears in mangled form below. Time zones in Ukraine

Hi. I am aware about tz database for a while, and today, during FreeBSD installation found out that it still propose ancient and non-usable zones like Ruthenia, Zaporozhye or Crimea for time zone in Ukraine, while for last years only one time zone exists at the whole Ukraine area (except Crimea for now). So, it would be nice to remove all of them except Ukraine/Kyiv, or is this not possible due to historical reasons (to keep history of all those time zones)? Also, the other issue is that in Ukrainian language correct spelling is Kyiv, not Kiev (russian pronunciation). It would be quite logical to change default zone to Europe/Kyiv. Apologies for not catching this sooner: In 2013, between 2013e and 2013i, America/Montreal was eliminated. But there is not, as is usually done, a link in the “backward” file. Some others I looked at, like Antarctica/South_Pole, did get an entry in backward. Is the an oversight or was it intentional? paul
