
In the New Zealand part of the australasia file is the note "Since 1957 Chatham has been 45 minutes ahead of NZ, but there's no convenient notation for this so we must duplicate the Rule lines." However, the Chatham Islands and the mainland always change their clocks at the same time, and there is a convenient notation for the time: 14:00u.

True, but unfortunately there is typically not a convenient notation for the day corresponding to that time. For example: Rule NZ 2008 max - Apr Sun>=1 2:00s 0 S Rule Chatham 2008 max - Apr Sun>=1 2:45s 0 S Converting this to a single UTC rule would require something like one of the following: Rule NZ 2008 max - Apr Sun>=1 -10:00u 0 S Rule NZ 2008 max - Apr Sat>=0 14:00u 0 S Rule NZ 2008 max - Mar Sat>=31 14:00u 0 S but none of these work now, alas.
