West Samoa (Apia) DST changes not applied?

Greetings all, West Samoan local time (Pacific/Apia) is currently GMT +14. The current 2012f tzcode sets the time to GMT +13 (no DST applied). I found this discussion recently: http://mm.icann.org/pipermail/tz/2012-September/018278.html It appears this patch or similar was never applied? This need to be resolved ASAP. The Palestinian News & Info Agency reported on 2012-09-19 that "The three papers also said that the Palestinian government decided in its cabinet meeting on Tuesday to start winter time as of 1:00 a.m. Friday morning by turning the clock back one hour." http://english.wafa.ps/index.php?action=detail&id=20705 There are a few other sources for the same - so, West Bank is at least back on standard time, and not having found any articles stating that Gaza is having a different date, I would assume Gaza did change the clocks too. Here we are go again. Russia plans to move back from "permanent summer time" (now many areas have its time 2 hours ahead of the mean solar time) to "permanent winter time". As we mentioned in the past: Russia may move its clocks back one or two hours.
