Non-valid timezones, is there a rule to remove them?

Howdy! Looking at the zone.tab file I can see a few timezones that, although valid in the past, they are not valid anymore. I can pick as example, reported on the GNOME Bugzilla[0], Asia/Novosibirsk, that used to be UTC+7, but nowadays is considered the same one than Asia/Almaty, which one is UTC+6. How is the rule about keep or remove these not-used-anymore timezones? Would you guys accept a patch removing the not-used-anymore ones? What kind of information should I provide/get to be sure that one timezone could be removed? Thanks is advance and Best Regards. Below is information concerning a DRAFT amendment (Russian Federal Law N 431985-6) "On the calculation of time" which was recently introduced to Russian State Duma on January 20, 2014. In some regions (Chita, Vladivostok, Khabarovsk, Sakha-Yakutia, Omsk, Birobidzhan, Orenburg, Perm, Ufa) the suggestion to turn clocks by two (2) hours back (-2 hours) would therefore force those regions to potentially change their time zones. Paraguay 2014 discrepancy

When Paraguay decided to move DST back to March in 2013, it appears that the database records this as 2013->max (i.e., permanent) but timeanddate.comrecorded it as only applying to 2013. The page for Asuncion (http://www.timeanddate.com/worldclock/city.html?n=21) currently shows a DST date of 12 April, 2014. Is the database correct or is timeanddate.com correct? I fully expect governments to flip-flop, but there should probably be a consistent date until an official law is passed. -Andrew

New bill on changing time in Russia was submitted today (January 20, 2014). New bill will be more complicated than a simple change clocks back to the winter time. The proposals included: - to change Moscow time zone to UTC+3 from current UTC+4. - return Russia 10 time zones (today Russia uses nine time zones). - adjust each region to its standard time zone. - no seasonal time change (no DST). * Makefile (GCC_DEBUG_FLAGS): Add -Wno-address and -Wno-cast-qual. Otherwise, GCC 4.8.1 complains about some of the following changes. * localtime.c (wildabbr): Now const. This is a tiny bit more efficient, POSIX allows it, and the ALL_STATE simplifications below make use of it. All uses changed to cast if needed. (settzname, tzload, localsub, gmtsub, timesub, time2sub, time1): Protect less code with ALL_STATE; this is simpler and doesn't change behavior (or, these days, efficiency). According to this news source, Russia will most likely set clocks one hour back this spring, the bill will be submitted on January 20th, hopefully with the date for the change.
