Jordan summer time zone is not updated in IANA database

Hello I’m sure if you’re already aware of this or not , but in Jordan the timezone was changed on Thursday to meet summer changes. So currently , time zone in IANA database is behind the real time in Jordan by 1 hour . this is causing some time issues in websites that use IANA database. I’m sending this to check if there’s anything I can do to update the timezone for Jordan in the database to fix the root cause instead of handling the issues we have in a hacky way . In file backzone there is an entry for Africa/Lubumbashi # Democratic Republic of the Congo (east) Zone Africa/Lubumbashi 1:49:52 - LMT 1897 Nov 9 2:00 - CAT There are scarce sources for time zones of former Belgian Congo. My main source for its time zone history is Henri le Corre, Régimes horaires pour l'Europe et l'Afrique. He has for the eastern provinces of Zaire GMT + 1 between 1897 Nov 9 GMT + 2 since 1920 Apr 25. Shanks follows le Corre. As does Francoise Schneider Gauquelin in he book Problèmes de l'heure resolus pout le monde entier. I think this is sufficient reason to change the zone into Zone Africa/Lubumbashi 1:49:52 - LMT 1897 Nov 9 1:00 - WAT 1920 Apr 25 2:00 - CAT For the province of Kisangani, formerly Stanleyville, le Corre gives a transition from GMT +1 to GMT + 2 on 1935 Jun 14. But as this agrees with Lubumbashi after 1970, I do not expect the creation of another backzone entry for that. This task will be left for my private pre-1970 TZ extensions.

Currently the zone Europe/Kaliningrad has Zone Europe/Kaliningrad 1:22:00 - LMT 1893 Apr 1:00 C-Eur CE%sT 1945 Apr 10 2:00 Poland EE%sT 1946 Apr 7 3:00 Russia MSK/MSD 1989 Mar 26 2:00s 2:00 Russia EE%sT 2011 Mar 27 2:00s 3:00 - +03 2014 Oct 26 2:00s 2:00 - EET I wonder on which source this line is based: 2:00 Poland EE%sT 1946 Apr 7 It implies these time changes: 29 April 1945 from 2:00 to 3:00 like Poland DST 1 November 1945 from 3:00 back to 2:00 Russia took control of Königsberg/Kaliningrad in East Prussia on 10 April 1045. As a general rule, Russia imposed timezone 2:00 on occupied German territory in 1945, which is the same as German DST already in force from 2 April 1945. On 24 May 1945 Russia imposed double DST, making the effective time 3:00 east, until 24 Sept 1945, when it went back to 2:00 and then back to 1:00 (CET) on 18 Nov 1945. Now what happened in Königsberg? A permanent-DST bill has been approved by the Maryland House of Delegates on a third-and-final 108-24 vote; it now goes to the state senate. One suggestion I’ve thought of making is to change “the earlier of” to “the later of” for kick-in; that would buy at least a few guaranteed months of lead time. I’d welcome any better suggestions; I’d also welcome any Marylander with more political weight than I have (read: anyone) to weigh in. --ado

I suggest to call this zone Europe/Yaroslavl, because Yaroslavl with a population of 608'000 seems to be largest city in the deviating area.

I'm not sure why it's empty in macOS. macOS 12.1's 'zic --version' reports "zic: @(#)zic.c 8.22" which corresponds to tzcode2010m, so perhaps it's merely because macOS is stuck on a tzcode version that is so old that you can't easily tell that macOS is using rearguard format. (macOS's zdump doesn't seem to work past the year 2038, and Apple should upgrade well before that year rolls around.) While we're on the subject, what is Android's current state of support for negative DST and for timestamps past 2038? On the GNU/Linux side, I expect most distros support both - the stragglers being old-fashioned 32-bit x86 and ARM distros, where 64-bit timestamps weren't supported until Linux 5.6 (2020-03-29) and glibc 2.34 (2021-08-02), and even now many apps haven't been updated yet.

[YBA] TLD make using mawk causes malloc failure

I did not see any warning about this in any of the NEW or README files, which is unfortunate as I spent several hours of my employers time understanding the problem and I suspect that others have seen this already. I suggest adding an INSTALL readme to say which environments are known to work and if there are specific know issues such as mawk. Unfortunately, as far as I know these daylight saving time rules are not official, in that there's no official Palestinian government document listing these rules for future years; however, tzdb must put *something* in the database and that's the best guess we've come up with. If the government could publish an official document stating what the rules are for future years, we'd be happy to adjust tzdb to match that. Of lesser importance is the English-language abbreviation used for standard and daylight saving time in Palestine. (This is less important because most timekeeping applications do not rely on these abbreviations, as they are inherently ambiguous and somewhat deprecated anyway.) Here, tzdb attempts to follow common practice, and it currently uses the same longstanding abbreviations for time in Palestine that it uses for Cyprus, Egypt, Jordan, Lebanon, and Syria - namely "EET" and "EEDT" (short for "Eastern European Time" and "Eastern European Summer Time"). I am unaware of any English-language use of the abbreviations "PSST" and "PSDT" to refer to civil timekeeping in this area. However, if these abbreviations become popular in common practice we should change tzdb to incorporate them.

[PATCH] Allow complication with tcc

In zic.c, some multi-line strings were surrounded in parenthesis which prevented tcc from parsing it. Serhii Trykoza (hopefully cc'd)'s github PR from the last hour (https://github.com/eggert/tz/pull/35, copied far below) raises the issue again. Please note that the tz project does not use github PRs for issue tracking or commit management, so the PR will likely be closed in short order, which is not an indication of merit. Speaking of boilerplates, I want to again suggest that if this is going to continue to be the project policy, there should be a github pull-request template that makes it clear pull requests are not considered appropriate. Also, when you create a pull request on github now, it reports, "Be sure to review the contributing guidelines." with a hyperlink to https://github.com/eggert/tz/blob/228a93f759cd5f2b0cca9e05eeee3d7cdea07ebf/…. It is not until the last paragraph of that file that any mention is made of pull requests ("[p]lease do not create [them]"), and the fact that the it's a plain text file (rather than CONTRIBUTING.md in markdown) makes it feel pretty unfriendly in the github world. Convertinf the file to markdown and making the "please don't use github pull requests" the first thing, rather than the last thing, would help to get the point across.
