belarus has new timezone

Sep, 15th belarusian council of ministers had decided to abandone DST, so from now belarusian time will be east european(UTC+2)+1. So I've made very trivial patch for tzdata. I've called new belarusian tz as MNSK (derived from Minsk). -- http://375gnu.wordpress.com

The change in the Act stipulates that the change from Daylight Savings Time to Standard Time and from Standard Time to Daylight Savings Time now occurs at 2:00AM. The file tzdate/europe contains this comment regarding the end of DST in Germany 1944: # Whitman gives 1944 Oct 7; go with Shanks & Pottenger. Rule C-Eur 1944 only - Oct 2 2:00s 0 - I have looked up the Reichsgesetzblatt 1944, p.198 which contains the text of the respective decree. Shanks has the correct date and time. I attach a copy. It is very precise because it deals explicitly with the fact that the hour from 2 am to 3 am occurs twice, when the clock is set back from 3 am to 2 am. It says (my translation from German): For the hour of 2 to 3 in the morning of 2nd October 1944, the first occurrence will be called 2A, 2A 1 minute etc until 2A 59 minutes. The second occurrence will be called 2B, 2B 1 minute etc until 2B 59 minutes.

Belarus has abolished seasonal clock change. It was announced by State Committee for Standardization on September 16, 2011. This decision was made by the Council of Ministers (decree #1229) on September 15, 2011.
