The files ftp://elsie.nci.nih.gov/pub/tzcode2002d.tar.gz and ftp://elsie.nci.nih.gov/pub/tzdata2002d.tar.gz are now available. They incorporate the changes circulated last week on the time zone mailing list by Paul Eggert, less the "Britain (UK)" change in iso3166.tab. There's also a new time zone quote in "tz-art.htm." Note that our lab is due to move from the third to the fourth floor of our building this week; some outages in the availability of elsie.nci.nih.gov are to be expected. Brazilian DST changes, again

God, can't they *SETTLE* on a date??? This one was caused by the elections. Someone, thinking for a change, realized changing to daylight savings time between first and second rounds of national elections would be Bad. Of course, they won't think ahead of time and schedule the election in a way not to conflict with dst, nor settle on a fixed date for dst that won't possibly conflict with elections. It's getting to be that time of year again. Here is a list of proposed changes to the tz data. The most urgent change is for Brazil, since the tz2002c is incorrect starting this weekend. The following change affects the time zone data proper: * Contrary to tz2000c, Brazil does _not_ change its clocks this weekend. Instead, it does so on November 3. (Thanks to Celso Doria via David Madeo.) The Brazilian web site <http://pcdsh01.on.br/DecHV.html> does not have the new decree yet, so for now I'll guess that the set of states observing DST has not changed. The following change affects time zone setup, but not the time zone data proper: * East Timor's country code changed from TP to TL. The following changes are commentary only: * This year's time zone change in Israel that didn't happen. (Thanks to Ephraim Silverberg.) * The time zone situation in Madura, Mundrabilla and Eucla, Australia. (Thanks to Rives McDow.) * Typographical error fixed for Argentina time zone offset in comment. * Many updates to tz-link.htm, principally to reflect other web pages that have moved or vanished. Thanks go to Yitschak Goldberg from E&M for bringing this (Hebrew) article to my attention: http://www.ynet.co.il/articles/0,7340,L-2019315,00.html. Hence, the proposal to shorten DST was withdrawn yesterday and the timezone files that have been in effect since July 2000 are still valid for all of 2002. Please note that the article mentions that the Shas MK's intend to bring up their amendment for future years (2003 and beyond). What this means exactly is anyone's guess since there are no set dates yet beyond 2004 and the end day set for 2003 and 2004 is already the 7th of Tishrei (i.e. before the fast of Yom Kippur). The only thing they may want to change is the start date of DST in 2003 from Mar.28.03 (24th of Adar II) to Apr.18.03 (16th of Nisan) so that the Passover Seder will take place during Standard Time. The start date for 2004 is already Nisan 16th. "Yes, there have been some historical quirks with time zones and DST in the past, and we used to be at the mercy of lawmakers who didn't know better, but now that everyone knows what a bad idea irregular times are, surely there won't be any more of them going forward, so we can use a minimal, compiled-in table of the historical quirks, and avoid all of these dynamically-loaded tables and associated overhead." If the 48-96 hour version of the Israeli bill passes, I'm thinking that Arthur David Olsen ought to get the Turing Award.
