The Israeli government today adopted a proposal by Minister of Interior
Eli Yishai to shorten the period of Daylight Savings Time for the year
2002 (only -- the dates for 2003 and 2004 are, so far, unaffected).

The proposed date to Daylight Savings Time is September 13, 2002 instead
of the current date: October 7, 2002.  The hour of changeover has not
yet been decided.

However, both the date and the proposal to change the ending time are not
final until they receive Knesset approval since they have to override the
law passed in July 2000.

I will make another announcement to the list when there is a concrete date
and when the proposal passes both the Ministry of Interior Knesset Committee
and the Knesset plenum.

While today the Knesset passed the initial proposal to reduce DST by some
three weeks, a new compromise is being worked out between Minister of Justice
Meir Sheetrit and Minister of Interior Eli Yishai to revert to standard
time for a period of 48-96 _hours_ (sic) around the Yom Kippur fast day
(September 15-16) and then go *back* to DST until the end of October.  The
details of the proposal have yet to be worked out, but the second and final
readings of the bill have until July 24 to pass.

Needless to say, multiple change dates cannot be programmed into some of the
types of TZ files that exist.  Sigh.
