How widespread is this time-conversion bug?

Dennis Ritchie reported on comp.lang.c.moderated that Plan 9's gmtime() didn't believe that 2000 was a leap year. The problem is that it was working with tm_year instead of tm_year + 1900. Peter Seebach reported that BSD/OS had the same problem. I wonder when these bugs were added. The tz code looks fine. I thought BSD/OS was using tz; did they switch to another library? ---Dan

standard time in Japanese antarctic stations

I'd like the following information about Japanese antarctic stations to be written in tzdata. Japan has two year-round bases: Syowa and Dome Fuji. (http://www.delm.tas.gov.au/comnap/members.html#Japan) In all Japanese stations, +0300 is used as the standard time. (http://www.crl.go.jp/uk/uk201/basyo.htm (Japanese) and information from KAMO Hiroyasu <wd(a)ics.nara-wu.ac.jp>) Syowa station, which is the first antarctic station of Japan, was established on 1957-01-29. Since Syowa station is still the main station of Japan, it's appropriate for the principal location. The location of these stations are: Showa: -690022+0393524 Dome Fuji: -771901+0394212 (http://www.nipr.ac.jp/english/jare.html, http://www.nipr.ac.jp/jp/station/station.html (Japanese)) I noticed that the URL http://earth.agu.org/amen/nations.html at the beginning of the file antarctica does not exist. The exception is Cheriton Terminal, the rail terminal at the UK end of the Channel Tunnel (run by the Eurotunnel Concession) at Cheriton, Folkestone, Kent. Cheriton Terminal runs on Concession Time (abbreviation CT) in winter and Concession Time (abbreviation CT) in summer. You might think the names and abbreviations are confusing and stupid, I couldn't possibly comment. CT is formally defined to be equivalent to French Civil Time. So at present, given the way the EU timezone rules operate and the fact that the French have not yet persuaded the EU to let them abandon daylight savings time, CT is one hour ahead of GMT in winter and one hour ahead of BST in summer. This information came via Clive Feather of Demon Internet who puzzled many Demon Internet users by asking which part of the UK was in a different timezone. Sorry, it's been a while since I gathered together my notes about time zone changes. I finally digested all the contributions to the tz mailing list since September and came up with the following proposed patch. Thanks to everyone who wrote in. Here's a summary of the this patch, and its contributors: Thanks to Gwillim Law for the following, derived from the 1998-09 IATA SSIM: * New South Wales and Victoria will start DST early in 2000 for the Olympics. * Georgia has gone back to UTC+4 with DST. * Cyprus now uses EU DST rules. (Please see further contributions from Law below.) Thanks to Rives McDow for the following info: * Fiji now observes DST. * Quintana Roo has reverted from Eastern to Central Time. * This year, Israel will observe DST from 04-02 02:00 to 09-03 02:00. (Thanks to Ephraim Silverberg for this info.) * Nicaragua also has reverted from Eastern to Central Time. (Thanks to Steffen Thorsen for this info.) * Estonia now uses EU DST rules. (Thanks to Peter Ilieve for this info.) * Fix off-by-one-day typo for Egypt since 1995. * Extensive updates to the Brazilian time zone history, taken from the DSH web site (the official source of time info for Brazil). These were translated by Gwillim Law; thanks! As a result, there are new entries for America/Belem, America/Araguaina, and America/Porto_Velho, all of which have distinct time zone histories since 1970. * Add comments about European time zone decrees and laws in the 1920s, taken from DSH as translated by Gwillim Law. * Updated historical information for Japan. UK timezones

Since May 1994, one small part of mainland Britain has been running on a different timezone from the rest of the UK. The exception is Cheriton Terminal, the rail terminal at the UK end of the Channel Tunnel (run by the Eurotunnel Concession) at Cheriton, Folkestone, Kent. Cheriton Terminal runs on Concession Time (abbreviation CT) in winter and Concession Time (abbreviation CT) in summer. You might think the names and abbreviations are confusing and stupid, I couldn't possibly comment. CT is formally defined to be equivalent to French Civil Time. So at present, given the way the EU timezone rules operate and the fact that the French have not yet persuaded the EU to let them abandon daylight savings time, CT is one hour ahead of GMT in winter and one hour ahead of BST in summer. This information came via Clive Feather of Demon Internet who puzzled many Demon Internet users by asking which part of the UK was in a different timezone. It goes without saying that Clive is a rail enthusiast... --Paul
