tzcode1999c.tar.gz and tzdata1999c.tar.gz

The files ftp://elsie.nci.nih.gov/pub/tzcode1999c.tar.gz and ftp://elsie.nci.nih.gov/pub/tzdata1999c.tar.gz are now available. These include the changes circulated by Paul Eggert on the time zone mailing list, most importantly the change for Chile. I tried and failed to reproduce the proglem reported by Andreas Jaeger; if anyone has insights please pass them on to both the time zone list and Andreas (who's not on the list). --ado

From: "Olson, Arthur David (NCI)" <olsona@dc37a.nci.nih.gov> Date: Thu, 25 Mar 1999 10:07:28 -0500 I tried and failed to reproduce the proglem reported by Andreas Jaeger; if anyone has insights please pass them on to both the time zone list and Andreas (who's not on the list). I suspect that the problem occurs when you try to run `zic asia' separately, without compiling the other files. This should cause the Asia/Nicosia Zone line to have a dangling reference to the EU rules. A proposed patch is enclosed below. It also has the following changes: * Fix the rules for Cuba, which are incorrect for this week's timestamps, as you reported today. * Add commentary about Concession Time in Cheriton Shuttle Terminal. * Fix minor commentary typos introduced by my previous set of changes. =================================================================== RCS file: RCS/africa,v retrieving revision 1999.3 retrieving revision 1999.3.0.1 diff -u -r1999.3 -r1999.3.0.1 --- africa 1999/03/25 14:47:46 1999.3 +++ africa 1999/03/29 21:53:27 1999.3.0.1 @@ -25,7 +25,6 @@ # # A reliable and entertaining source about time zones is # Derek Howse, Greenwich time and longitude, Antique Collectors Club (1997). -# Oxford University Press (1980). # # Previous editions of this database used WAT, CAT, SAT, and EAT # for +0:00 through +3:00, respectively, =================================================================== RCS file: RCS/Theory,v retrieving revision 1999.3 retrieving revision 1999.3.0.1 diff -u -r1999.3 -r1999.3.0.1 --- Theory 1999/03/25 14:47:46 1999.3 +++ Theory 1999/03/29 21:53:27 1999.3.0.1 @@ -347,7 +347,7 @@ Grotefend's data -From: "Michael Palmer" <mpalmer@netcom.com> +From: "Michael Palmer" <mpalmer@netcom.com> [with one obvious typo fixed] Subject: Re: Gregorian Calendar (was Re: Another FHC related question Newsgroups: soc.genealogy.german Date: Tue, 9 Feb 1999 02:32:48 -800 @@ -393,7 +393,7 @@ 22 Aug/ 02 Sep 1612 - duchy of Prussia -13/24 Dec 1514 - Pfalz-Neuburg +13/24 Dec 1614 - Pfalz-Neuburg 1617 - duchy of Kurland (reverted to the Julian calendar in 1796) =================================================================== RCS file: RCS/asia,v retrieving revision 1999.3 retrieving revision 1999.3.0.1 diff -u -r1999.3 -r1999.3.0.1 --- asia 1999/03/25 14:47:46 1999.3 +++ asia 1999/03/29 21:53:27 1999.3.0.1 @@ -304,7 +304,7 @@ # Zone NAME GMTOFF RULES FORMAT [UNTIL] Zone Asia/Nicosia 2:13:28 - LMT 1921 Nov 14 2:00 Cyprus EE%sT 1998 Sep - 2:00 EU EE%sT + 2:00 EUAsia EE%sT # IATA SSIM (1998-09) has Cyprus using EU rules for the first time. # Georgia =================================================================== RCS file: RCS/europe,v retrieving revision 1999.3 retrieving revision 1999.3.0.1 diff -u -r1999.3 -r1999.3.0.1 --- europe 1999/03/25 14:47:47 1999.3 +++ europe 1999/03/29 21:53:27 1999.3.0.1 @@ -747,6 +747,20 @@ # # Whitman says Dublin Mean Time was -0:25:21, which is more precise than Shanks. +# From Paul Eggert (1999-03-28): +# Clive Feather (<news:859845706.26043.0@office.demon.net>, 1997-03-31) +# reports that Cheriton Shuttle Terminal uses Concession Time (CT), +# equivalent to French civil time. +# Julian Hill (<news:36118128.5A14@virgin.net>, 1998-09-30) reports that +# trains between Dollands Moor (the freight facility just outside Cheriton) +# and Frethun run in CT. +# My admittedly uninformed guess is that the terminal has two authorities, +# the French concession operators and the British civil authorities, +# and that the time depends on who you're talking to. +# If, say, the British police were called to the station for some reason, +# I would expect the official police report to use GMT/BST and not CET/CEST. +# This is a borderline case, but for now let's stick to GMT/BST for Cheriton. + # From an anonymous contributor (1996-06-02): # The law governing time in Ireland is under Statutory Instrument SI 395/94, # which gives force to European Union 7th Council Directive # 94/21/EC. =================================================================== RCS file: RCS/northamerica,v retrieving revision 1999.3 retrieving revision 1999.3.0.1 diff -u -r1999.3 -r1999.3.0.1 --- northamerica 1999/03/25 14:47:47 1999.3 +++ northamerica 1999/03/29 21:53:27 1999.3.0.1 @@ -1150,16 +1150,17 @@ # Cuba -# From Bob Devine (1988-01-28): -# . . .DST is from 2nd Sunday in May to 2nd Sunday in October since 1981. -# Change at midnight.
