Brazil timezone changes for Oct1999 and Feb 2000 and a question

Hello Timezone, Brazil/East time changes for Oct1999 and feb 2000 occured for Rule Brazil 1999 only - Oct Sun>=1 0:00 1 D Rule Brazil 2000 only - Feb Sun>=26 0:00 0 S The time is not certain. I have yet to see a governement rule that firmly states at what specific hour to time change is to occur. We have TZ=Brazil/East. The original southamerica file on our system had "Rule Brazil 1988 max - Oct Sun>=15 0:00 1 D" In late September I changed max to only for the 1988 rule and added the 1999 and 2000 rules. But my system only changed to EDT on Sun the 17th of October. I ran ´truss -a -f -wall -vall -rall date´, which revealed that date opens /usr/share/lib/zoneinfo/Brazil/East, but does not open southamerica. After updating the southamerica file do I have to ´rebuild´ the Brazil/East file in some way? Attached is my southamerica file. Cheers, Marcus Chase

The subject of determining the correct time zone for any city has come up before in this forum. I am interested in pursuing whether some city -> time zone mapping might be possible, but wanted to get the opinions of others here before heading down the wrong path. So, a couple of questions: (1) Has anyone successfully done this? I realize that trying to maintain this mapping manually introduces a technique that will most likely be error-prone. (2) The tz database lists a long/lat for each time zone. If I know the long/lat for a particular location anywhere in the world, is it possible to accurately interpolate the time zone given this information in the database? If so, does anyone know of a good source for long/lat data for major/minor cities? Is this even possible to achieve? Is there a better way? And, I'm only interested in current time/time zone mapping and not worried about historical data, in case that might make the task any easier. Thanks. Rich Shockney

Brazilian summer time

Dear sir(s), Once again, Brazilian Government changed rules (if such rules ex- ist at all) that define dates for the begining and ending of sum- mer time. This time, however, some states started (or restarted) adopting summer time as well. I am attaching a file (in "diff -u" format) that cointains modi- fications made to .../zoneinfo/southamerica. I believe it to be accurate. Modifications were made after information on federal decrees 3150 and 3188. As a side note, I recommend that zone file America/Sao_Paulo be renamed to America/Brasilia. Brasilia is the nation's capital and also the time reference for everything in the country, even for states in different time zones. The three major cities in the country, Sao Paulo, Rio de Janeiro and Belo Hori- zonte (located, respectively, in the states of SP, RJ and MG), all observe summer time together with Brasilia. --- Paulo A. More changes to go: * Lithuania will not come back to winter time this year and will stay in EET, and maybe DST will be dropped next year as well - so there is a Zone-change here. * Estonia has announced that DST will not be used anymore (but the transition back to normal time in October will go as planned). I was informed of these facts by Jacek Bulinski <jacekb(a)bci.pl> who read it in the Polish newspaper "Gazeta", but I have researched some Baltic news sources to get some more information, partly through subscription, and have found these articles: http://www.elta.lt/txt99/news.txt (the contents of this URL changes every day, so I include the relevant parts here): LITHUANIA BACK IN SECOND TIME ZONE Vilnius, Sept 29 (ELTA) - Lithuania has shifted back to the second time zone (GMT plus two hours) to be valid here starting from October 31, as decided by the national government on Wednesday. According to Cabinet decision, on the last Sunday of October, Lithuanians will not shift their clocks one hour backward as it was done traditionally to switch to winter time. The aforesaid decision on nullifying the so-called "Andrikiene (ex-Eurominister) time" came after a survey of Vilmorus public opinion firm revealed a wide disapproval among population of 1998 time reform implemented by the former government. Majority of polled people stated they wanted Lithuania to be in usual second time zone again. Moreover, the government hopes that a shift-back will allow to take a better advantage of daylight and scale down the negative phenomena brought about by the presence in the first (central European) time zone. However, the time change will not lead to any alteration of working hours and extra money will be necessary merely to adjust transport schedules. The Lithuanian government also announced plans to consider a motion to give up shifting to summer time in spring, as it was already done by Estonia. The "data" file includes the changes circulated by Paul Eggert on the time zone mailing list (most importantly, the change for Lebanon that buys correctness for this coming Sunday). The "code" file contains changes to "Makefile" and "checktab.awk" to allow better checking of time zone files before they are published. --ado

On Friday, Gwillim Law kindly sent me a summary of changes to the IATA SSIM data contained in the the February, 1999 edition. It suggests the following changes to the tz tables; at the end of this message is a proposed patch to implement these changes. The most pressing change is that for Lebanon, as the current tz tables became incorrect on Sunday. * South Australia and Broken Hill, NSW will not observe special DST rules for the Olympics in 2000; they will use the same rules as usual, ignoring the Olympics. (Checking on the above, I independently found an Australian Broadcasting Corporation Online report that Narrabri Shire, NSW will also ignore the special DST rules. This seems a bit dubious so I left it only as commentary for now.) * Starting next year, Cuba switches to DST on April 1, not on the last Sunday in March. * The correct spring transition rule for Egypt since 1995 is the last Friday in April, not the fourth Friday in April. This makes a difference in 1995 and 2000. * Starting this year, Lebanon switches to standard time on the last Sunday in October, not September. * This year's new rule for Paraguay is to switch to standard time on the last Saturday in February, not the last Sunday. * In 1987, Victoria, Australia, switched to DST on the third Sunday in October, not on the last Sunday. * In 1943/1944, Western Australia did not observe DST. The following changes are to commentary only: * IATA SSIM clains that Armenia switches on Mondays in 2001 instead of Sundays. * IATA SSIM has more discrepancies in the data for Iran. I'll continue to assume that Iran uses the Persian calendar to switch; the IATA SSIM disagrees by at most four days. A correspondent was surprised by the "America/St_Johns" time zone which was taken to provide information for the city in the United States Virgin Islands rather than for Newfoundland. Should the name of the zone be changed? Alternately, should an "America/St_Johns_USVI" be provided? --ado

The organization I work for is currently undertaking a number of projects on Y2K work and we continually find ourselves surfing the various web sites that provide Timezone Converters in order to verify what time it will be when certain cities clock over to the new millennium. Please can you inform me of the source for the Timezone Database and add my name to your "mailing list" referred to on Paul Stewart timezone converter web page (www.sandbox.xerox.com) We are having particular problem with the time in St. Johns USVI as the timezone converters state that there is an half hour difference between itself and the other USVI whereas "our man on the islands" tells us it is in the same timezone as the other USVI.
