Hello, I was building tz with gcc-13 and noticed that without explicit -std=c2x it fails to build 2022g version with: ``` zic.c:462:1: warning: ‘noreturn’ attribute ignored [-Wattributes] 462 | static ATTRIBUTE_NORETURN void | ^~~~~~ zic.c:462:27: error: expected identifier or ‘(’ before ‘void’ 462 | static ATTRIBUTE_NORETURN void | ^~~~ ``` The last code change on github in this are was: https://github.com/eggert/tz/commit/dbfcefe0c129e36e8c5acbcedf1400c1b486d962 It builds fine for me with gcc-12 without -std: ``` __STDC_VERSION__ = 201710 __has_c_attribute(noreturn) = 0 ``` and with -std=c2x: ``` __STDC_VERSION__ = 202000 __has_c_attribute(noreturn) = 0 __STRICT_ANSI__ ``` but with gcc-13 it builds only with explicit -std=c2x: ``` __STDC_VERSION__ = 202000 __has_c_attribute(noreturn) = 202202 __STRICT_ANSI__ ``` Maybe because __has_c_attribute(noreturn) returns 202202 even when __STDC_VERSION__ doesn't accept it yet? ``` __STDC_VERSION__ = 201710 __has_c_attribute(noreturn) = 202202 ``` >From https://www.open-std.org/jtc1/sc22/wg14/www/docs/n2764.pdf it's not clear to me when exactly [[noreturn]] can be used. two distinct limits on time zone abbreviation length in tzcode?

I just noticed that tzcode has two distinct limits on time zone abbreviation length. One is MY_TZNAME_MAX (which is 255 on GNU/Linux and I expect smaller on other platforms); the other is TZ_ABBR_MAX_LEN (which is always 16). The latter limit was introduced in 2005, here: https://mm.icann.org/pipermail/tz/2005-May/013037.html These two distinct limits can lead to confusing behavior. Recommendations to governments about time zone update notice period and format

The latest short-notice time zone change from Egypt, so soon after the Mexico changes, made me wonder... Would it be useful to have a canonical thread or set of links in the TZDB docs to point to for user-facing "Why hasn't my device updated?" or government-facing "Why didn't our legislation change reach citizen's devices in time?" -type questions? For example, here are recommendations/policy I know of for a couple of widely-used operating systems / platforms: Android: https://source.android.com/docs/core/connect/time/time-zone-policy-recommen… (this is relatively new) Windows: https://learn.microsoft.com/en-us/troubleshoot/windows-client/system-manage… Maybe these could be collated and extended for other consumers of TZDB. ------- I vaguely remembered there being something in the TZDB docs that says something along these lines [*] but I couldn't find it and might be getting confused with threads on the mailing list. I don't honestly expect having it written down to make a lot of difference, but the regular lack of notice and confusion about what *exactly* governments have changed makes me think there *could* be a set of recommendations. Then, governments that *want* to do the right thing could then know what to provide / expect and plan accordingly, and ones that don't try can be easily informed why things didn't work out like they may have expected. Tzdb and the Sunshine Protection Act

You've seen the Sunshine Protection Act is back: Congress to consider making daylight saving time permanent https://www.axios.com/2023/03/02/daylight-saving-time-change-permanent-cong… As I read the law it would shift STDOFF by an hour, for example, America/New_York would move to -04:00 STDOFF, essentially moving "Eastern Time" into the Atlantic time zone. Historically tzdb has honored the laws as faithfully as possible so that might be the right approach. But it seems to me this would be technically disruptive, necessitating a great deal of careful modification of existing implementations. The other method is to shift DST rules to "permanent" DST. The law might arguably be interpreted this way. That might be less disruptive and leave the option of returning to DST when its no longer "permanent", as happened in the 1970s. There are many arguments for going to "permanent standard time" instead. One reason not mentioned is that it would be technically much easier and less disruptive. How will tzdb manage this?

Paraguay on its way to stay on DST

On September 28, the Paraguayan Chamber of Deputies approved a bill that eliminates winter time in Paraguay. This would make Paraguay stay in DST throughout the year. The project was sent to the Senate for approval. After this, it could still have the presidential veto. Charset for Digest Emails

I have been subscribed to the “tz digest”, which comes out about once a day. Whenever a non-ASCII character is part of the message, it is rendered as multiple question marks. This seems to be because the message is sent with a header: Content-Type: text/plain; charset="us-ascii" This is only a minor nuisance. However, as an experiment, I changed my subscription to receive the messages directly rather than in digest form. A message today used an emoji outside the ASCII range, and it was rendered exactly as intended. It came with the following header: Content-Type: text/plain; charset="UTF-8"; format=flowed Is there a setting that could/should be changed so that the digest is sent with the same header? This email and any files transmitted with it are confidential, proprietary and intended solely for the individual or entity to whom they are addressed. If you have received this email in error please delete it immediately.

Austin Group POSIX TZ changes and Time Zone Taxonomy

Hi folks, Saw that the Austin Group is proposing to support *some* time zones in POSIX issue 8; see: https://www.austingroupbugs.net/view.php?id=1619 TZ=Area/Location Some of the zones could be categorized as they have proposed, but that uses terminology that I don't think we would approve of, leaves a lot of zones in the tzdb unsupported and unaddressed, and omits a whole reality which I have attempted to categorize in the attached. Perhaps some here would like to come up with better facts, names, terminology, and wording, and propose an update to the Austin Group, that better reflects what exists, and what they are meant to be standardizing? If they are going to standardize this, they should either do it properly, or drop it entirely, maintaining the status quo, as they are not going to be helping with their inaccurate terminology, and limited support! -- Take care. Sorry, I didn't see this private email until now. Please try the attached patch, which I installed into the development repository. It fixes a portability bug present since TZDB release 2022f. As mentioned in <https://mm.icann.org/pipermail/tz/2022-December/032399.html> I'm planning to phase out support for C89, as these old compilers are not much used nowadays and the cost of maintaining the ports to these compilers is starting to outweigh the benefit. In the next release if you still need support for old compilers the plan is that you'll need to compile with -DPORT_TO_C89 and/or -DSUPPORT_C99. This is intended to be a heads-up for builders on obsolete platforms.
