Please first review https://mm.icann.org/pipermail/tz/2022-December/032437.html and note that Ojinaga now only covers the eastern portion of Chihuahua's northern border region. In particular, note that a new zone, America/Ciudad_Juarez, was created in 2022g for use in the western portion of this border region, including Ciudad Juárez. If there are still issues with either of these two entries, please let us know more specifics about expected and observed behavior. -- Tim Parenti
