There appears to be a mistake in this article. It says "In March 2014, the time zone in Crimea was officially aligned with Moscow's, placing the peninsula two or three hours ahead of Ukraine." theory.html says, "If boundaries between regions are fluid, such as during a war or insurrection, do not bother to create a new timezone merely because of yet another boundary change." That seems to be the case here.
