It is said that corresponding summer time was performed by instruction of the GHQ: General Headquarters (office of the Supreme Commander of the Allied Powers). We do not have detailed data about summer time then. According to the law of those days, the last day of summer time was made into 25 hours. When will physics make 32-bit signed leap-second counts obsolete?

A while ago I vaguely remember a prediction on this list of when the TZif file format will become obsolete because we have accumulated 2**31 total leap seconds if we continue to just add leap seconds as needed to keep UTC roughly in sync with TAI. To some extent this is just a playful prediction, as the format will undoubtedly become obsolete for other reasons long before then, but it's still fun to predict. Unfortunately I don't remember the details, and a quick Google search didn't find it. Does anyone else remember this? If not, I'll have to recalculate. DST in Samoa causes some teachers to have "thick brains", says P.M.

When DST hits Samoa on September 31, some schools will continue with their nominal schedules, effectively observing DST. However, Prime Minister Tuilaepa Sa’ilele Malielegaoi wants all schools to adjust their nominal schedules by an hour during DST, so that schools effectively continue to run on standard time. The Prime Minister criticized schools not on board with his plan, saying "Some teachers just have thick brains, they are not thinking properly." He also said, "The problem is that no matter the explanation I give to change the starting time for classes, some people just don't want to understand." In a major speech today covering several topics, European Commission President Jean-Claude Juncker said the commission is proposing ending daylight saving time in the European Union next year. Under the proposal, member states will move their clocks forward in March 2019 as usual, and then chaos will ensue. Well, not exactly chaos, but each member state will be on its own as to whether to move clocks back in October 2019. It should make for interesting times in Ireland and elsewhere. Healy C. After reading the discussion about time around Ethiopian area, I am reminded that there is actually another clock that is in use for Chinese-speaking area [and maybe also some other neighboring region]. The system, nowadays mostly used in traditional customary/religious activity only, would divide a day into 12 "double hours" (it seems to be a common English translation for the original Chinese term), and then assign each double hour a name from "Earthly Branch". The tricky thing here is, the first hour "zi" actually start at 11 o'clock (pm) standard time. To receivers of this email: Recently, I have read an article, which mentioned the history of Japanese Summer Time Implementation in the past at www.bengo4.com/internet/n_8461/ . In the article, it was mentioned that the summer time (DST) end at 25 hours at the last day of the implementation period. Does that mean the clock would go up to the 25th hours back then and reach 24:59 before it continues toward 00:00 on the next day in standard time? If not then how did the clock switched from Summer Time back to Standard Time back then? 1948-1951 Asia/Tokyo DST information

It seems like the current info about past DST for Asia/Tokyo in tz database is incorrect. The law cited in the latest commit do say the DST en at 00:00 on the day after the second Saturday in September, however the second line of the law write that "the Second Saturday in September would have 25 hours in a day". I was made aware of it by reading an interview on NICT (The National Institute of Information and Communications Technology) of Japan and the history of DST in Japan given in the interview by NICT representative do said DST used to end at 25:00 there. Commission President Jean-Claude Juncker said millions "believe that in future, summer time should be year-round, and that's what will happen". The Commission's proposal requires support from the 28 national governments and MEPs to become law. In the EU clocks switch between winter and summer under daylight saving time. A European Parliament resolution says it is "crucial to maintain a unified EU time regime". However, the Commission has not yet drafted details of the proposed change. In a consultation paper it said one option would be to let each member state decide whether to go for permanent summer or winter time. That would be "a sovereign decision of each member state", Commission spokesman Alexander Winterstein explained on Friday.

Mozambique officially uses LMT?

A month ago was the longest lunar eclipse this century, and it was well visible from Mozambique. I know folks there who forwarded a couple of low resolution versions of information pages that the national meteorological agency issued. Upon looking at them I realized that they were saying that someone at the national meteorological agency believed that each town in Mozambique, including the capitol city Maputo, is running on Local Mean Time. I have attached the images. They are the official announcement from INAM. In a lunar eclipse all points on earth see the same fuzzy shadow events within milliseconds, but all times in the table are offset according to the longitude of the city. I know that cell phones in Mozambique use what tzdb says. I cannot say what outlying villages and people without cell phones use, other than that there is no such thing as precise timing of civil events and transportation departures/arrivals as in most modern cultures. So I cannot say for sure whether this is a mistake, an official doing these calculations the way things used to work, or whether outlying towns still set their clocks using a stick in the ground.
