My guess is that the rule really should state "Sun>=15" instead of "Sun>=16". Note that both rules will work correctly the year 2000, the problem arises first in 2001. Who is right? Hope you have a chance to look at my Time Zone Converter program by the way, and tell me what you think. A notabene is that I by mistake put my rule for Tonga leaving Daylight Saving as Last Saturday of April instead of Last Sunday. I will correct that as quickly as time permits ... I have seen output from some Trimble GPS receivers that contained the GPS time as a (week, second) pair, which can be converted easily into TAI, but I am also not sure, how much of the leap second announcement you can access here. Trimble clocks such as the Thunderbolt on http://www.trimble.com/oem/om_timng.htm support the Trimble Standard Interface Protocol (TSIP) via RS232 as documented on http://www.trimble.com/support/files/thunder.htm Even there, they don't mention whether TAI is available. A bit more information is available on ftp://ftp.trimble.com/pub/tracking/pla400-TAIP-Reference.pdf which describes the Trimble ASCI Interface Protocol (TSIP). It *does* provide in the TM message a 2-digit "GPS/UTC Time Offset" field that indicates the number of seconds, but there is no leap second announcement field. Conclusions: If you look long enough, you might get TAI extracted out of a good GPS receiver, but not all GPS receivers support this and even for those that do, the leap second announcement is not necessarily available or well supported, or the documentation is very obscure. No wonder, hardly anybody is using TAI in practice and everything is UTC based. Markus -- Markus G. 1. Do I correctly understand that, under this proposal, IERS expects the civil authorities to change the local time zone every few thousand years so that the sun is roughly overhead at 12:00? (Assuming, of course, that the world keeps using local time long enough for this to be an issue.) 2. To correct some information you've received about UNIX: UNIX does not keep track of time in UTC. UNIX keeps track of time as an integer (plus, in some cases, a 6-digit or 9-digit fractional part) that counts seconds. The bulk of UNIX time-handling software simply adds or subtracts these integers to schedule or measure real-time events. The popular Olson tz library in ``right'' mode interprets the counter as the number of TAI seconds since 1970-01-01 00:00:10 TAI, and converts it to local time for human display, taking account of leap seconds. It can also convert from local time back to the counter. Many applications call this library. Unfortunately, previous time libraries didn't understand leap seconds--- UNIX predates leap seconds!---and this mistake was codified in the POSIX standard, along with an incorrect leap-year rule. There are still some programs that produce silly results during leap seconds. But they'll be fixed eventually. 3. The tz library won't work past 2038. I've been writing a new library intended to work until the Gregorian calendar is replaced. This code will, of course, be easier to write correctly if there are no more leap seconds. ---Dan

I'm looking for some information or perhaps an online reference that can help me relate the output from the zdump utility to the changes for daylight savings for a particulat timezone. I've read the zic, zdump, ctime and localtime man pages. The zic manpage explains the format of the tz data files I found your name in. The output of zdump tells me when there is a change in the rules for a timezone but it doesn't seem to tell me what the rules are. In other words, given a particular zoneinfo file, how can I determine the zone and rules that were used to create it? My reason for asking is, how can I tell if the curent zoneinfo file is accurate given that governments can change the rules at any time. I've tried some experiments creating my own zoneinfo files then using zdump to display information about it but I see no way of determining the rules. Thanks for any help! CIA's time-zone map

Here is a proposed tz patch for problems recently reported to the tz list, along with many more changes from Shanks's 1999 atlas. The pressing needs are to fix a typo in Tonga's rules, and to install changes for Jordan, Pitcairn, far eastern Siberia, and Transdniestria, where the current tz database disagrees with current time stamps. Here is a brief summary of all the changes. * Fix typo in the last Tonga Rule. (Thanks to Sullivan Beck for reporting this.) * Jordan reverted to winter time on 09-30. (Thanks to Steffen Thorsen for reporting this.) For lack of better info, assume 04-01 to 10-01 for Jordan DST in future years. * Pitcairn switched from UTC-8:30 to UTC-8 on 1998-04-27 at 00:00. (Thanks to Rives McDow for reporting this; thanks also to Betty Christian of Pitcairn via the shortwave of Howie Phelps of Sacramento for confirming this.) The official name for this zone is Pitcairn Standard Time, so I couldn't resist changing its abbreviation from PNT to PST. * Pangnirtung, Nunavut observes two time zones simultaneously. (Thanks to Rives McDow for this info.) This changes only the commentary, since I decided to stick with the RCMP for now. * Clinton and Russell Counties, Kentucky, may join with Wayne County in moving from Central to Eastern Time. This changes only commentary. * Many of the Russian rules could be simplified, now that zic behaves better when the tables change the UTC offset at a DST transition. * The CIA has a newer time zone map, with a new URL. * The Kaliningrad entry had a typo: during 1945, its summer time was labeled CET, not CEST. The rest of the proposed changes are from Shanks's 1999 edition; most of the changes were caused by the flurry of time zone activity in the Soviet Union as it broke up in the early 1990s. * Anadyr reverted to UTC+12 (+13 in summer) on 1982-04-01. * Moldova currently has two time zones: Transdniestria uses Moscow time. This requires a new Zone Europe/Tiraspol. * Ruthenia (in far western Ukraine) flirted with CET in 1990 and 1991. This requires a new Zone Europe/Uzhgorod. * Zaporozh'ye and eastern Lugansk oblasts observed DST 1990/1991, unlike the rest of Ukraine. This requires a new Zone Europe/Zaporozhye. * Peru observed DST in 1994, not 1993. * Central Crimea probably switched to Moscow time later in 1994 than our previous guess of Feb. May sounds like a better guess now. * Kuybyshev (now Samara) used EEST in summer 1991, and reverted to UTC+4 on Oct 20 of that year. * Kaliningrad simply switched from Moscow to eastern European time in spring 1991; it didn't follow the rest of Moscow's gyrations. * Most of Russia jumped ahead an hour in June 1930, not March 1957. * Locations in Russia adopted standard time as the Red Army occupied them in 1919/1922, not all at once in 1924. * Moscow's 1918-09 transition was on the 16th at 01:00, not the 17th at 00:00. * The definition of Moscow Mean Time changed on 1916-07-03, by 48 seconds. * The strange rules for summer time in the Ukraine and Crimea before 1921 have all been withdrawn. Howie Phelps of Sacramento regularly talks to Pitcairn via shortwave, and in his talk yesterday he asked Betty Christian about the time zone situation there. Today he wrote me: Betty Christian told me yesterday that their local time is the same as Pacific Standard Time. They used to be 1/2 hour different from us here in Sacramento but it was changed a couple of years ago. So when it is noon here it is also noon on the island. This confirms Rives McDow's report of the proclamation of the Governor of Pitcairn, and refutes the CIA's and UK Hydrographic Office's claims that Pitcairn switched to UTC-9 a few years ago.

Jordan has ended DST (again!)

It seems like the people in the Jordanian government have changed mind about DST yet another time (third time this year, I think). Earlier this year they decided to observe DST all year round, but in September they went back to winter/standard time anyway. The Jordan Week ( http://star.arabia.com/990930/JO9.html ) has some details: Adjust your watches Winter time starts today Thursday, 30 September. Clocks will be turned back by one hour. This is the latest government decision and its final! The decision was taken because of the increase in working hours in government's departments from six to seven hours. The article does not mention when the clock was turned back. Given Jordan's past history (turning clocks the night between Thursday and Friday), I guess they changed back on Thursday, 30 September at 24:00 local daylight time (to 23:00 standard time). However, I could be wrong, they might changed sometime else during that day (23 hours earlier?) Rives McDow reports that Pitcairn has moved to UTC-8. McDow also reports about the controversy about time zones in Pangnirtung. I enclose his reports below. For the tz databse, I'm inclined to leave Pangnirtung along for now (as I don't want to argue with the Mounties :-). I would like to wait for confirmation about Pitcairn from my second-hand ham radio contact before posting a proposed patch. While we're on the subject of proposed updates, in my spare time I've been plowing through Shanks's latest data on the time zone changes in the ex Soviet Union, and plan to incorporate some of them in the next proposed patch. Among other things, he claims: * Far eastern Siberia switched to UTC+12 in 1982, so Asia/Anadyr's current UTC+13 zone entry is incorrect. * Ruthenia used UTC+1 in 1990/1991, so it should get a new Zone. I assume Uzhgorod should be the canonical representative. * Central Crimea switched from UTC+3 to UTC+2 on 1996-10-27 03:00. * Some regions of Ukraine other than Crimea used UTC+3 in the early 1990s, apparently diagreeing with both Kiev and Crimea. I don't yet have a good characterization of these regions; presumably they were in the east. Large cities don't seem to be involved. It may be difficult to pick a canonical candidate, so I may just leave this as commentary. * Most of the Soviet Union advanced its clocks by one hour at 1930-06-20 24:00, and didn't ever switch them back. (The previous tables had this event occurring in 1957.) When did Pitcairn switch its time zone?

A public-domain time zone database <ftp://elsie.nci.nih.gov/pub/> maintained at the US National Institutes of Health attempts to keep track of all the time zones in the world, along with the history of exactly when each location changed from one time zone to another. Currently it lists Pitcairn as consistently being 8.5 hours ahead of Greenwich since 1901, but Mark Brader recently reported that the 1997 UK Hydrographic Office time zone map lists Pitcairn as being 9 hours ahead of Greenwich, and the 1997 CIA time zone map agrees. Is this correct? Do you happen to know when the switch occurred (ideally, the date and time), or know who might know? Any info that you can give would be helpful in correcting the time zone database. Here are the patches I promised yesterday for the tz database. They incorporate a lot of changes, the most important of which is for Brazil. In summary: * Brazil has many changes, due to Decree 3,188 (1999-09-30). There is a new Zone, America/Boa_Vista, for Roraima. I also researched older decrees and fine-tuned some transition times to reflect the legal date of change. * Tasmania starts DST early next year for the Olympics, to keep in sync with NSW. (Thanks to Alex Livingston for this info.) * _Nine O'clock_ says Romania used EU rules in fall 1998. For now, assume that Romania and Moldova switched to EU rules in 1997, the same year as Bulgaria. * Kosrae is at UTC+11, not UTC+12. I don't know when they switched to UTC+11. For now, let's assume they switched in 1999. * Tonga's DST switches are at 02:00, not 00:00. (Thanks to Rives McDow for this info.) * A new entry Asia/Dili for East Timor. This will give the tz database at least one Zone for each ISO 3166 country code except for BV and HM, which are currently uninhabited. * The PS country code is now officially blessed by the ISO. FX (metropolitan France) has been removed. HK is still there, contrary to what I thought would happen after Hong Kong reverted to China. * A message in checktab.awk was missing a space. * Makefile sometimes uses awk, and sometimes nawk; it should use $(AWK) uniformly. * The following changes were inspired by the new, 1999 edition of Shanks's International Atlas. - Armenia switched to UTC+4 in fall 1995, not January 1992. - Belarus did not observe DST in 1990. Its DST switches in 1992 were at 00:00, not 02:00. - Most of Australia first used DST 1917-01-01 00:01, not 1916-10-01 02:00 which applied only to Tasmania. - Lord Howe Island changed its fallback rules from the 3rd to the 1st Sunday in March in 1992, not 1990. - Jamaica switched to US rules on 1974-04-28, not 1974-01-06. - Kirgizstan's 1991-08-31 transition was at 02:00, not 00:00. - Libya did not observe DST in 1990 or 1996.
