Below find proposed time zone package changes; the executive summary: * Makefile Change LOCALTIME default from "Factory" to "GMT"; do not compile "factory" file (but keep it in the distribution). * Theory Remove reference to "Factory" zone. * australasia Change end of DST in Samoa in 2011 from 2011-04-03 0:00 to 2011-04-03 1:00 (thanks to Raymond Hughes for a reference). * localtime.c Initialize ttinfo structures filled by tzparse (thanks to Ravindra for reporting a valgrind warning). * zic.c Fix generation of POSIX strings for zones with rules using "weekday<=n" forms of dates (thanks to Lei Liu for finding the problem). Also, limit output for non-POSIX-specificable zones defined to follow the same rules every year. (Note that no zones of either of the above types appear in the distribution; these changes cater to add-on zones). compiling backzone file with zic - How to?

I am trying to compile the zonefiles with zic, and I want to include the backzone file. I expect that zoneinfo/Africa/Mbabane comes out differently from zoneinfo/Africa/Johannesburg because in backzone there is # Eswatini (formerly Swaziland) Zone Africa/Mbabane 2:04:24 - LMT 1903 Mar 2:00 - SAST (Swaziland did not observe South African DST in 1942-1944 and I want to see that respected in the binary zonefile Africa/Mbabane) while in file africa there is: # South Africa # Rule NAME FROM TO TYPE IN ON AT SAVE LETTER/S Rule SA 1942 1943 - Sep Sun>=15 2:00 1:00 - Rule SA 1943 1944 - Mar Sun>=15 2:00 0 - Zone Africa/Johannesburg 1:52:00 - LMT 1892 Feb 8 1:30 - SAST 1903 Mar 2:00 SA SAST Link Africa/Johannesburg Africa/Mbabane # Eswatini I use the command: ./zic -d ./tzdata/etc/zoneinfo africa antarctica asia australasia backward backzone etcetera europe factory northamerica pacificnew southamerica systemv and expect the information in 'backzone' to override the information in 'africa'. I have tried putting backzone at he begin or end of the list of files, but that made no difference in the binary output.

Petition to abolish local time in Sommarøy, Norway

On Thursday, Kjell Ove Hveding, who lives in Sommarøy, Norway (latitude 70°N, population 321), formally petitioned his parliamentarian to abolish civil time in the town. Assuming this becomes law and common practice (which does not appear likely), I suppose we'd need to create a new entry for the region of Norway that switches to having no civil time whatsoever. (The tzdb convention for this is UTC with the abbreviation "-00".) The Gizmodo story about this quotes Hveding as saying: "You have to go to work, and even after work, the clock takes up your time. Precise meaning of AT 25:00

The Tokyo rule now includes the value 25:00 in the AT column. Can someone confirm the exact meaning of the 25:00? Is it a) an extended local time-of-day b) the actual duration from midnight at the start of day While similar, there would be a difference between the two definitions if there was a second DST gap/overlap earlier in the day. eg. imagine the case where DST starts at 13:00 (with a gap to 14:00) and ends at 26:00. With (a) the AT column would hold 26:00, while with (b) the AT column would hold 25:00 I'm pretty sure it is (a), but wanted to double check before it gets baked into APIs Stephen

I'll avoid any spoilers for now — due to the vagaries of US broadcast syndication and, well, time zones — for anyone stateside who might be as captivated by the performance of the current champion, James Holzhauer, as my friends. To Oleksandr Ryzhenko, et al, and whom so ever might be listening: Firstly, that's Dr. Paul R. Eggert, PhD 1980 UCLA. He has been voluntarily contributing his time to this (and other) projects (and education) for over thirty years. I, for one, respect and value his contributions (even when I momentarily forget to do so). Secondly, telling us (and him) that such and such is a violation of "*international law*" (as tho they were an authority and someone was going to be dragged off to the The Hague) is a threat and an inappropriate response to the supposed provocation. Making such is a clear indication that there is a certain lack of understanding of what's really going on. (As an aside and for what it's worth: I commiserate with those worrying about the whole Kiev/Kyiv thing. It's a huge "can of worms" and technical but it ain't going to happen! If it were "fixed" this one time, a precedent would be set and similar "problems" would have to be "fixed". It would be never ending. Theresult being *technically unnecessary* database "churn". The stance that some-thing like this are internal labels is an interesting solution to a "problem". Also, thinking of them as a thing imposed over the barrel of a gun and wanting to "fix it" *right now*, where others might not, is just going to raise ones blood pressure. It will be changed sometime. The language or transliteration will change over time, or there will be new generation of tzdb volunteer maintainers (hint, hint) or, possibly, our own version of Vasili Arkhipov* will come along and find a solution. Remember, sometimes a "problem" is merely a matter of perspective. (I was also raised to appreciate an excellent quibble when I see one.)) (Also, I might be wrong, but one might consider that treating the TZ database as if it were a legal document could be a mistake.) Lastly, I personally would appreciate it if the folks "who have a bone to pick" would spend the same amount of time they spend so carefully crafting their e-mails*going over the content of the archives* before they actually send them. It also might be helpful to *consult a subject matter expert* while composing, too. It might just save some time for all of us. * An underappreciated man who saved the world. -

Dear Paul, By making such a proposal to Mr. Demediuk you are in fact taking sides despite your alleged neutrality. Russia's claims to Crimea are not supported by anyone but Russia itself, perhaps barring a negligible amount of countries that have their own governments largely criticized as undemocratic. The vast majority of countries have openly condemned the annexation and Russian aggression and continue to recognize Crimea as a Ukrainian territory it is. A solution, which is more consistent with your view, exists. The patch could instead make the interface display the timezones in question as Russian to Russian users alone, while in the rest of the world they would be listed as Ukrainian. This practice, although controversial in the face of the international law, is a lesser violation of it than the current state of matter. By keeping things the way they are now you are sending the world a message. The message is that you are endorsing the aggressor, even though it may not appear to you as such. With a leaden heart we would accept the territory being assigned to different countries depending on a user's geolocation, provided that RU only shows up for Russian users and UA is the default configuration elsewhere, globally. Otherwise we would kindly ask you to drop the neutrality claims and make your open endorsement of Russian military aggression against Ukraine transparent. Dear Mr. Eggert, I am reaching out to you as to the IESG-designated TZ Coordinator, as you are listed here: https://www.iana.org/time-zones Let me preface my letter with assuring you that I am reaching out in good will. I live in Ukraine. As a longtime Linux user, I was disappointed to notice that in my timezone settings that one of Simferopol is being assigned to the Russian Federation. Apparently, my preferred desktop environment, along with several others, pulls this data from the project you maintain. The statement that Simferopol (or Sevastopol, or any other Crimean city, for that matter) is situated in Russia contradicts the official stance of the United States, Canada, the counties of the European Union, and many others. Suffice it to say, the international community never recognized Russia's claims to Crimea as valid and the so-called "referendum" as legally binding. The Unites States of America was also a signatory of the Budapest Memorandum on Security Assurances, which guarantees the territorial intergity of Ukraine. Let me add that the annexation of the Crimean peninsula in 2014 was only the first step of the Russian aggression against my country. The war in Donbas led by Russia is still ongoing and has costed dozens of thousands of Ukrainians their lives. As of 2016, the International Criminal Court officially recognized the war in Donbas as Russia's invasion of Ukraine. Russia and its allies has also put a lot of effort in spreading misinformation about the conflict, attempting to portray Ukraine as a far-right state and the Euromaidan protests as a coup. As an eyewitness to these events, I can assure you that it can not be further from truth, and, should you be interested, I can provide multiple sources that debunk this propaganda. Therefore, I humbly ask you to research this delicate matter. Once you have confirmed that pro-Russian sources are completely misinterpreting their far-from-innocuous role in the tragedy that shattered numerous families in my country, I hope that you will consider submitting corrections to your project and list all Crimean cities and respective timezones as Ukrainian. This would assure its compliance to the international standards, from both legal and moral viewpoint. I remain open to dialogue and would gladly answer any further questions you may happen to have. Internet RFC 8536 uses names that differ a bit from the names historically used in tzdb. The RFC uses "utoff" instead of "gmtoff" for UT (GMT) offsets, and "desigidx" instead of "abbrind" for designator (abbreviation) indexes. Going forward it’s better to stick with the RFC terminology in internal identifiers. This just changes documentation: it does not change code or data. Mostly, it just adopts more terminology from RFC 8536. It also contains an example of what the std/wall and UT/local indicators are for. * newtzset.3, theory.html, tz-how-to.html, tzfile.5, tzfile.h, zic.8: In documentation and comments, make it clearer that local time equals wall clock time. * tzfile.5, tzfile.h: In documentation and comments, say that when isut is 1, isstd must also be 1. * tzfile.5: Specify that bytes are 8 bits, that binary integers use two's complement, and that booleans use 0 and 1. Say that UT offsets are never equal to -2**31, and that they realistically are in the range [-89999, 93599]. Say that leap second counts are signed. Say why std/wall and UT/local indicators are present, and give AKST9AKDT as an example. [PROPOSED] Fix 'zic -b slim' bug with TZ='CET'

Without this fix, 'zic -b slim' can mishandle transitions in the few obsolescent zones like CET that do not start with local mean time. For example, for CET it incorrectly optimizes away the first and third transitions, and treats the second transition as one to standard time instead of to DST. * zic.c (swaptypes): Remove. All uses removed.
