Below find proposed time zone package changes; the executive summary: * Makefile Change LOCALTIME default from "Factory" to "GMT"; do not compile "factory" file (but keep it in the distribution). * Theory Remove reference to "Factory" zone. * australasia Change end of DST in Samoa in 2011 from 2011-04-03 0:00 to 2011-04-03 1:00 (thanks to Raymond Hughes for a reference). * localtime.c Initialize ttinfo structures filled by tzparse (thanks to Ravindra for reporting a valgrind warning). * zic.c Fix generation of POSIX strings for zones with rules using "weekday<=n" forms of dates (thanks to Lei Liu for finding the problem). Also, limit output for non-POSIX-specificable zones defined to follow the same rules every year. (Note that no zones of either of the above types appear in the distribution; these changes cater to add-on zones). Fwd: Historical timezone data for Bonin Islands (Ogasawara)

Hello all, I have recently received some new information about timezone history of Bonin Islands, Japan as detailed in the attached message. Because their last time change to return to Japanese time when they return to Japanese rule was right before 1970, it mean per the current tz database rule, the information doesn't warrant creation of a new timezone for Bonin Islands itself and is thus as an anecdotal note for interest purpose only. However, in the attached link, it described some special timekeeping phenomenon regarding Marcus island, another remote island currently owned by Japanese in the same administrative unit as Bonin Islands. Many reports claim that the American coastal guard on the American quarter of the island use its own coastal guard time, and most sources describe the time as UTC+11, being two hours faster than JST used by some Japanese personnel on the island. Some sites describe it as same as Wake Island/Guam time although it would be incorrect to be same as Guam. And then in a few Japanese governmental report from 1980s (from National Institute of Information and Communications Technology) regarding the construction of VLBI facility on the Marcus Island, it claimed that there're three time standard being used on the island at the time which include not just JST (UTC+9) or [US]CG time (UTC+11) but also a JMSDF time (UTC+10) (Japan Maritime Self-Defense Force). A recently-published report by researchers from Pitt and USI found that daylight saving time reduces sleep duration by an average of 19 minutes in the US, and that this harms people's health and workers' wages. The researchers used CDC and US Census data to compare behavior on the western and eastern sides of time zone boundaries, and reported that individuals using daylight-saving time are 11% more likely to be overweight and 5.6% more likely to be obese. On average their wages are 3% lower. Effects are strongest on those with early work schedules. The researchers give the following bounds for the US annual economic costs of these effects: $2.35 billion ($82 per capita) for increased healthcare costs, and $612 million ($23 per capita) for worker productivity losses. Hello Paul, The 2019 Ramadan period is supposed to be from May 5th to June 4th. We usually move clocks back the previous week end and come back to the +1 the week end after. So it supposed to be sunday april 28 and sunday june 12. The government does not announce yet the decision about this temporarily change. But it s 99% sure that it will be the case, as the previous years. Hello. We have upgraded and use now tzdata2019a data from iana. We have new customer using our service (java service updated with tzupdater) with tz in Santiago. If I check Santiago time zone I see: (GMT-04:00) America/Santiago [hasDST:false] #seems to be good since tzdata2019a (GMT-04:00) America/Santiago - Summer Time [hasDST:true] #not good since 7 avr 2019 - Daylight Saving Time Ended My question is: If I check timeanddate for Santiago on: https://www.timeanddate.com/worldclock/chile/santiago I can see : DST for Santiago start on 8 sep 2019 What will be the new values for this tz? Will its included into next tz iana update? And when? where can i find little tutorial around this? The airlines' software problems are most likely with Notices to Airman (NOTAMs). These are public domain data and announcements of airspace restrictions, etc. which AeroData, Inc. has been contracted by the FAA to provide since 1990. It looks like they do it for the EU, too. These announcements are part of the suite of software that AeroData provides. Every media outlet is mentioning weight and balance (read fuel load and cargo balancing for aircraft before take off) and completely missing the part that does airspace restriction, route and waypoint calculations that will certainly involve GPS information. Ya' gotta love the media...

Chile Continental Time changed to standard time April 6

Hello, I've just joined this mailing list and I don't fully understand how this works, but I'm writing because have a dilemma. My understanding is that Chile Continental time changed back to standard time on April 6. See https://www.horaoficial.cl/aviso/informacion.html which states: "Dispone fecha cambio huso horario para el 6 de abril de 2019, de acuerdo a lo siguiente: a. Chile Continental (desde Región de Arica y Parinacota hasta Aysén), a las 24:00 hora local, pasará a huso horario UTC-4, y deberá atrasar los relojes en una hora." However, this is not reflected in the 2019-03-25 release. I therefore have an application which is using the incorrect UTC offset as a result. Hello, I have been working with the database lately and have had issues to read Morocco rules. I tried to look in the archives of the mailing list but didn't find my answer. Your discussion on Palestine’s DST has not touched on the fact that there are two different time zones for Palestine: (1) Asia/Gaza (covering the Gaza Strip) and (2) Asia/Hebron (covering the West Bank). Does your recent discussion relate to both time zones or to one specific time zone? For your information, timeanddate.com is showing different DST change dates for each regions However, it seems to have the wrong information for the city of Nablus (at least). The Palestine Exchange is located in Nablus and it clearly changed time today (29 March) according to its website: http://www.pex.ps/PSEWebSite/English/Default.aspx, while timeanddate.com indicates that it changed on 23 March. Expect some amount of time related disruption around April 7 00:00 GPS as the GPS 1K week cycle rolls over and GPS receivers that have not been patched or updated to use new CNAV and MNAV messages, or compensate for not doing so, provide incorrect time, position, and navigation solutions. Garmin, for example, rolled out updated firmware for some of their receivers, including the 18x popular on NTP servers, just over a week ago. Previous rollovers have shown symptoms of clocks being out by multiples of 256 weeks, some resetting to the GPS epoch at 1980 Jan 06 Sun 00:00:00+0000, showing misleading position and navigation solutions, depending on what inputs are used to solve the 4D simultaneous equations. Airlines, ships, and well maintained commercial trucks shouldn't crash, but the rest of us should check any devices using GPS!
