Thanks for the heads-up. That info is good enough to propose a patch. Although it will be nice to dot the Is and cross the Ts with a decree number and a URL when they come out, in the meantime a proposed patch is attached and is installed into the development version. No rush for a new tzdb release (but of course we'll want something out before October :-).

No, wait a second, I was right after all, so I reverted the (commentary-only) patch I just proposed. The confusion came because I got email directly from Daniel dated 2019-04-26 14:33:54 UTC, a few minutes before getting the mail from Rodrigo dated 14:38:41 UTC. That page says that the legal text is the one published in the the Diário Oficial; the link to the Diário, however, is incorrect. Maybe the link will be corrected after the week end.
