It's possible they both mean ~ UT+09, since Britain (and, by extension, Greenwich) would have been on DST in the summer of 1946. So, 8 hours ahead of the time observed in Greenwich, but 9 hours ahead of the [mean solar] time at the Greenwich meridian. Thank you. I did not notice that before. The article used the term "格林威治時間" (Greenwich Time) instead of "格林威治標準時間" (Greenwich Mean Time). Thanks for that careful survey of Hong Kong time transitions that you sent us on December 31. Sorry about the delay in analyzing it, but I finally got to it and installed the attached proposed patch into the development repository.

The Summer Time Ordinance of 1946 was in force from September 1946 until July 1953 when it was replaced by the Summer Time Ordinance 1953. Therefore the fallback transition between 1947 and 1952 were also at 3:30 Standard Time. Also the fallback day in 1947 should be 11-30 according to the HKO website.

Thanks for the careful reading of the Hong Kong data, and for reporting the errors. I installed the attached patch to try to fix things.
